Timbalan Menteri enggan jawab siapa pembekal peralatan ICT RM2.1 billion PDF Print

(Harakah) - Timbalan Menteri Pelajaran Dato' Razali Ismail (BN-Kuala Terengganu) tidak mempunyai jawapan kepada soalan yang dikemukakan oleh Azmin Ali (KeADILan-Gombak) berhubung syarikat yang mendapat projek bagi membekalkan peralatan ICT yang bernilai RM2.1 billion.

Dalam penjelasan kepada soalan yang dikemukakan oleh Nga Kor Ming (DAP-Taiping), Razali memperincikan jumlah perbelanjaan bagi melaksanakan dasar mengajar sains dan matematik dalam bahasa inggeris.

Antara butir-butir perbelanjaan yang dinyatakan oleh Razali termasuklah pembekalan peralatan ICT iaitu RM2.1 billion, perbelanjaan ICT berjumlah RM2.4 juta, latihan perkhidmatan RM317 juta dan intensif kepada guru RM638 juta.

Bagaimanapun, Azmin dalam soalan tambahannya meminta menteri berkenaan memberitahu Dewan syarikat mana yang mendapat tender bagi membekalkan ICT itu memandangkan jumlah perbelanjaan itu terlalu besar.

"Untuk perbelanjaan membekalkan peralatan ICT itu jumlanya terlalu besar, ini kerana bukan untuk melaksanakan dasar ini tetapi untuk mewujudkan kontrak untuk kroni, bolehkah YB memberitahu Dewan syarikat mana yang mendapat tender itu," katanya dalam sesi soal jawab pagi tadi.

Razali pula menganggap pertanyaan yang dikemukakan kepada beliau berbaur politik dan beliau tidak menjawab.

Tuan Yang di-Pertua Tan Sri Dato' Pandikar Amin pula mencelah dan memberitahu Razali tidak perlu menjawab jika pertanyaan itu bersifat politik.

Azmin yang tidak berpuas hati terus mencelah dan membidas Razali bahawa pertanyaannya itu bukan bersifat politik sebaliknya ia adalah perkara yang harus diketahui oleh rakyat.

"Ini bukan pertanyaan politik, ini adalah soalan yang perlu ada jawapannya saya hanya menanyakan siapa yang dapat tender itu.

"Jika timbalan menteri tak boleh jawab, saya tunggu jawapan daripada menteri," katanya sebaik sahaja Razali duduk.

Soalan asal, Nga Kor Ming, meminta menteri terbabit menyatakan jumlah peruntukan yang telah dibelanjakan untuk melaksanakan dasar mengajar sains dan matematik dalam bahasa Inggeris sejak 2003 mengikut peringkat sekolah rendah dan menengah serta tahap pencapaian sehingga kini.

All the ICT hardware sent to SKs (Sekolah Kebangsaan; a misnomer really) are out-dated and support from the IT vendors are very expensive. No school have sufficient funds to have the IT support. My son's PIBG had to chip in to help the school recover some functionality in its' computer lab with the help of a few IT-literate teachers & parents.

Peralatan ICT yang dibekalkan adalah terlalu mahal. Consumables seperti dakwatnya adalah hampir sama mahal dengan mesin pencentak yang dibekalkan. Perkakasan yang lain pula mudah rosak akibat tersangat sensitif. Sememangnya projek itu diujudkan untuk kroni dan bukannya semata-mata untuk melaksanakan dasar pelajaran.

please follow the government of Penang for an open tender system. The current system has been known to favour certain people. I've seen how this kind of things work in real life. It's almost becoming a common knowledge for those who have been involved with business in M'sia.

So, the MOE expenditure for the teaching of science and mathematic summary are as follows:
•Hardware RM2.1 billion – Does this include the so called band wagon called computer labs? Why every schools still demands that parents payment without fail, computer fees every year?
•Software RM2.4 billion – what fantastic software licenses is this that cost so much?
•Technical services training RM317 million – what sort of drastic service training that cost so much?
•Teachers ICT intensive training RM638 million - this is just fantastic! What percentage of teachers we are talking about?

This is just incredible for sake of Malaysia education! So the total sum spent was RM5.455 billion - ask any ICT expert is this crazy expenditure is realistic. It must be havens for those companies that got the contract awards, money must be falling from the sky! RM5.455 billion of public money, and no specific detailed answers can be given in parliament? It is not the question of “berbau politik”, is the question of public demands for “transparency and accountability”. Sebenarnya untuk siapa? sekolah 60% kroni 40%?
The mere fact that this bloody moron Razali, refused to give details of the specific contract awards is a sure telltale sign of krismudin and cronies are guilty of hiding the truth”. Otherwise why this moron refused to give details as demanded by YB Azmi? So people, what the **** this bloody BN regime is talking about? Just a typical BN denial syndrome. DSAI and BR lets boot down and terminate this BN moronic regime, the sooner the better. For the rest of BN regime supporters, don’t you deny the truth. This issue also hurts your pockets and dear souls?

PS: I thought the most economical contract policy of the day is to award the ICT hardware leasing contract based to be based on the latest available hardware. So, in the long run the MOE don’t own the ICT hardware (ICT hardware technologies changes are so rampant). This would eliminate drastic waste of moneys on upkeep of general maintenance, ICT hardware replacement contracts etc. So it proves all the way, the fact that those people in MOE are just a bunch of Intellectual Retards, otak semua simpan di lutut, yes sir, yes sir - kepala penuh dengan muslihat, kamu mampus nanti jawab dosax kamu. Inilah akibatnya apabila BN memerentah tak ada pembangkang. Kalau kepalax BN memang berkepala ular, macam mana kuncux dalam ekor tak berputar belit!

Phase 1: 10 bumi companies (read: umno related companies) were awarded, where each were given to supply 1 or 2 states each. some of them are lingkup and some are still active. Scope was to supply, install, manage, monitor and train, which almost all of them outsourced the service other companies. The project funding came from Maybank. Truckloads of people from MoE, MoF and Maybank made tons of money. Total revenue per company around 60-80 millions with up to 40% profit. DO your maths

Phases 2,3,4 & 5: Time Engineering was appointed the main contractor and again Time under the 'not-so-clever' MD appointed several smaller bumi companies called 'ASPs' authorised service providers to help create bumi entrepreneurs. Their scope were similar to that of Phase 1. The guys running the project in Time became millionaires overnight. The ASPs remain bumi and poor. In fact this is probably one of Time Engineering main source of income with good margin but yet they are still in the red...

Phase 6 and beyond: KUB (another umno shithead) was appointed recently to takeover from Time. SHould be the same model as in previous phases. Same old story....help create bumi entrepreneurs while helping umno morons.

Agreed with Adzera. KUB has taken over the project form Time, but all the Time people is still there and the pie is getting bigger. Every one handling this project is rich, damn rich. Time's people is brought for holiday to china, HK with huge pocket money and pretty girls throw in. I heard of two vendor making huge killing, millionaire over night. One Mr.Cheah whose factory at Kg.Subang supply rack for OHP and safe box. Cost less than 150 can sell for 700. He also use other bumi companies to supply ali baba style. Yealy he supply less than 100K units. and of course he make alot of people in Time now KUB very happy. Another Mr.Ling supplier of IT products to Time now KUB. Super alibaba. His angpow can make people change form terrace house to bangalow.

End of the story is all these are raping our hard earned money.

What kind of goverment are we having? Cannot even disclose which company get the deal. Is it because the company does not even exist or is it a RM2 company own by .........(I leave it to your imagination to fill in the blank)

for ages, people have been pushing for adoption of open source software to schools and education facilities but since there is no money to be made from this, it never materialised. only those institutions whose aim was truly to educate have adopted open source.

the web of money politics in MoE is so great that it would take years to untangle. meanwhile, the millionaires have stashed their money and closed shop.

too bad for Malaysians. stuck with rubbish and the result is still students who aren't any more IT literate. you think you're computer literate if you can use Microsoft Word and Excel???

1. How many time did his teacher brought him to the computer lab ?
2. Did his Science and Maths teachers use the Notebook to teach ?
3. How many computers in the lab can be use ?
4. How many students share a computer ?
5. Does the teacher know how to use the softwares ?
6. What did they do in the lab ?

I heard from a teacher all the special computer system for the so called Smart School Project was a total failure! Projector, Notebook, computer, UPS Etc. Under utilized and rot by itself. What is wrong is we are trying is the Top-down technology, one construction company imported a building technology called Top-down Technology and killed a few construction worker. It worked in that developed country but did not work here!

WHY? We MALAYSIA TAK BOLEH! We must start from bottom and that's through education and EDUCATION!

Not through having PUTRAJAYA, MONSOON CUP, NS Training, KL Tower, State of the art Bridge(need only a bridge that works), State of the art Airport? CyberJAYA(wonder how much is spend there) ETC....
