Kerajaan belanja RM45 billion subsidi: PM PDF Print

Kerajaan akan membelanjakan RM45 bilion tahun ini sebagai subsidi untuk menampung kenaikan harga barang dan harga petroleum di pasaran dunia, kata Datuk Seri Abdullah Ahmad Badawi.

Angka ini, kata Perdana Menteri, adalah RM5 bilion lebih daripada peruntukan untuk pembangunan negara bagi tahun ini.

"Kini kita menghadapi masalah global iaitu kenaikan harga barang dan minyak. Setong minyak petroleum di pasaran antarabangsa telah mencecah US$124, tertinggi dalam sejarah. Impak ini memang akan dirasai oleh rakyat dan kesannya adalah amat berat.

"Kita sebagai kerajaan akan cuba sedaya upaya meringankan beban ini. Kita tidak akan membiarkan masalah ini terus berkembang. Kita tidak boleh tunggu dan lihat lagi.

Kita ada kesungguhan politik untuk mengambil tindakan untuk rakyat negara kita bagi mengurangkan beban mereka," katanya di Majlis Perhimpunan Hari Pekerja Sektor Awam 2008 di Pusat Konvensyen Antarabangsa Putrajaya di sini, hari ini.

Beliau berkata subsidi RM45 bilion untuk tahun ini mungkin perlu ditambah lagi jika krisis makanan dan harga minyak petroleum di pasaran dunia terus melarat dan harga terus melambung naik.

Katanya walaupun Malaysia mempunyai bekalan makanan yang mencukupi, kerajaan tidak akan berdiam diri dan akan memantau keadaan agar negara tidak terjerumus ke dalam krisis itu.

"Kita telah memperuntukkan RM4 bilion bertujuan untuk menyediakan bekalan makanan yang mencukupi.

Kita akan membelanjakan RM2.4 bilion dan yang tinggal ialah RM1.6 bilion.  Kita tidak tahu jika angka ini mencukupi untuk jangka masa panjang.

"Oleh itu kita telah mengambil keputusan untuk mengkaji balik semua projek dan juga peruntukannya.

Kita perlu menghadapi keduadua krisis ini kerana ia menyentuh rakyat secara terus," kata Perdana Menteri.

Beliau juga meminta kerjasama rakyat untuk menangani masalah global ini dengan sedikit sebanyak menukar cara hidup masing-masing mengikut keadaan semasa.

"Untuk menghadapi situasi ini, kita perlu menukar gaya hidup kita. Kita perlu lebih berjimat, pastikan tiada pembaziran, sama ada yang ada hubungkait dengan makanan atau bahan api.

"Perbelanjaan bulanan juga perlu kita awasi. Kerajaan akan terus membantu. Semasa susah kita buat cara orang susah, semasa senang kita buat cara orang senang.

Kalau ada pengurusan yang efisien, kita akan dapat mengurangkan kos," kata Abdullah. - BERNAMA

LGE has mentioned if Penang has good stock next time, they will do it again.

So where is this RM 45 billion going to be spent??? Wake up sleephead and step down.

Let PR take over and prove to you the way to manage a very rich country and make every nation rich, not just cronies of UMNOPutras.

Bullcrap!

Show evidence to the man-on-the-street that the subsidies will in fact help us.

What really is going to happen, is BN will camouflage increases by showing bits and pieces of `assistance'. They are so good at using their limited amount of grey matter on policies to make them not lose their personal gains.

Subsidies are wasteful. Malaysia could have reduced dependency on subsidies if Malaysia have good public transport around the country. But sabotage by the Mugabe like Mahathir on public transport so that Malaysian waste half their life savings on his pet babi project Proton, means that if we pull the subsidies from under the rakyat's feet, it'd be hell for us.

Developed and developing countries like Singapore and even China have invested continuously on public transport ages ago so that when fuel becomes expensive, the public transport in place could cushion the impact as people can't afford cars.A good example is Melbourne, the city continuous effort upgrading its rail lines and updating rolling stocks has enabled the city to cope with 20% passenger increase when many Melbournians suddenly abandoned their cars due to fuel hikes.Here in Malaysia, minyak naik...but most rakyat still do not have access to public transport for kilometers...and the current public transport even in KL is sooo pathetic.To UMNO warlords, public transport is a fashionable thing rather as integral part of the rakyat livelihood like that stupid Toyol who though about building LRT to kampung to beat Singapore.

Barisan Nasional(or really UMNO) has failed to invest in the right things like public transportation!!! And now we have to waste natural resources on stupid cars that wastes 70% of its energy on heat and air conditioning.That's why Malaysia for a nation of 20 million produce more pollution than Thailand and even Indonesia.

very good mr. pm, pls continue to lighten d burden of d rakyat. in return, d rakyat wud also like to help reduce our government's burden by looking at how these subsidies can be lowered. so pls furnish us wit a breakdown of how this 45b is being spent n v will tell u where some savings may b had.

can u release this info so d rakyat can begin to assist u? right now, v r appalled d figure is so very high n don't seem to b adding up. pls let us help u.

For many years, starting from the era of Daim, our country’s finances have been mismanaged culminating to the present ridiculous stage of situation where the country had to send high-powered ministers and personnel each day to the markets, coffee shops, beaches, etc to check on the prices of chickens, roti canai, cuppa of milos, coffees, diesels and what not while certain people are stealing them or taking advantage of them right under their noses!

The present UMNO’s management style is at best described as the tail waging the dog.

Malaysia is blessed with so much natural resources. For the past 50 years and with the current high prices of petroleum, natural resources such as palm oil, rubber, tin, aquaculture, forestry products, etc, Malaysia’s coffer should be brimming with money. The money should have been used to build highways, schools for every race, reduce tariffs on cars including national cars, reduce prices of utilities, road taxes, personal income taxes, food, school fees, etc.

If our country’s finance had been well managed, we should have seen increases in the disposal and real incomes across all spectrums of the rakyat and in the appreciation of our Ringgit to at least RM 1 = Sing $1 due to the swell in our reserves.

Under this well managed economic situation, say, each rakyat were to have a house, nice car, good schooling, adequate health care and RM10,000 balance in his pocket each month with an exchange rate RM1 = Sing $1, which rakyat would grouse with 20 cents increase in flour or 80 cent increase in petrol if subsidy is done away with and the prices were to float to market value?

But no! Our rakyat feels the pain on increasing food prices and families often quarrel among themselves on the usage of petrol for travelling because their income level are low compared with the current living standards. A huge chunk of our income goes to house loan payments or rental, purchase of high price/low quality cars, contribution to EPF, unreasonable maze of tolls and payments to monopolistic/ oligopolistic organisations supplying water, electricity, rice, Astro, internet access, telephone, etc.

Take a real life example of a typical average worker in Malaysia earning a take home pay after deducting EPF of RM 2,000 a month. He drives a Proton Saga (cost RM35,000) and travels to and from work each day from his home in Cheras averaging about 40 km. His typical monthly travelling cost is:

It simply does not make sense that the use of vehicle for travelling to work to earn revenue for the country would be a whopping 34% of his take home pay for a country that is a net exporter of oil. That does not even include his payment for food, housing loan, car hire purchase, medical expenses, children schooling expenses, etc. If almost 1/3rd of an average workers salary goes to travelling is not the highest in the world, it would be among the top 10 in the world!

And how do our Government help us? Other than the UMNO cronies sucking our rakyat’s money dry, our ministers spent their time unproductively checking on roti canai, a cuppa of milo or kopi in coffee shops! I don’t know whether to cry or laugh; instead we are tied down with a subsidy mentality which is a laughing stock of the world!

But now, it is very difficult to untie the years of mismanagement and the subsidy culture as lopsided agreements have been signed and long term prices already fixed with toll concessionaires, water authorities, Astro, Bernas, Tenaga, Independent Power Producers, etc. In another words, we have tied our own selves unnecessarily!

And these were caused by the follies of our incompetent and greedy UMNO Finance Ministers!

Wait! smilies/grin.gif All this talk about subsidies, why the GLC depend on Government to survive? Development of a country only depend on the government? Something wrong! I thought government provide infrastructure and the rest is done by private investments. smilies/tongue.gif If the government continue like this then guarantee government go BANKRUPT! Bank Negara should lower the BLR interest rate now!

this is only the beginning. The china average GDP per capital is only slightly over us$4600. vietnam us$2300. india us$2400. malaysia us$12500.

The goldman sach reported recently the oil might experience hyper spike in price and breach us$150.

mind you, this time the oil price is no seasonal factor. rather it's structural and demand-led.

with the population of almost the same as china, and assume that china growth is stagnant for ten years. just imagine what will happen if india per capital GDP reach us$4000.

the malaysian government is still having sweet dream and living in Bolehland fantasy.

hmmm... donno whatelse to say about this government.

so many resources. so stupid governence.

Actually, the biggest recipient of this subsidy is the Independent Power Producer such as YTL (the person who just recently have the balls to ask the government to subsidize his Singapore-KL bullet train), Genting Sanyen, Malakoff etc. I believed out of RM45 billions, they are getting something around RM20-30 billions.

If that RM45 billion was announced by someone else, I believe.

If from AAB, a huge chunk was for maintenance of Jet, Rennovate Sir perdana, getting prominent singers from overseas, overseeing monson cup, election money, RM800,000 just transport for 2 weeks, nasi kandar, straigthen river, (hey all rivers meandering lah) the list goes on and on.

Wahai Rakyat Malaysia, tahniah kerana telah matang dan ada pendapat masing-masing. Sanggup pm buat lagi kenyataan "feel good" yang telah disokong oleh perbelanjaan yang boros. pm memang bercanggah dengan pendapat Rakyat.

Apakah pm yakin Rakyat masih boleh ikat perut yang kian serba kekurangan? pm apa ni? Potonglah gaji dan elaun semua menteri kabinet. Lagi tinggi jawatan, potong lebih sehingga terasa sakit kocek macam Rakyat. Tak sanggup? Dah sangka dah.

Ujian ini lebih berat daripada sangkaan kebanyak kan ahli2 politik, ahli keparat, ahli peniaga, ahli academy dan sebahagian kecil rakyat yang menganggap kan ujian ini hanya lah ‘trend’ atau ‘phenomena’ yang bersifat sementara sahaja…tidak berpanjangan.

Bagi sebahagian ahli2 agama pula beranggapan dan yakin ‘event’ ini ada pekara yang amat penting dan kritikal yang belum pernah mana2 manusia tempuhi ujian sehebat ini (secara total dengan berbagai bentuk jenis ujian) didalam sepanjang sejarah kehidupan manusia……yang dipanggil kan “ Zaman Dajjal”. Zaman yang mana pernah di gambar kan oleh Nabi Mohammad SAW pada sabahat2 nya dahulu, iaitu satu zaman yang mana tiada satu pun umat ku di kecuali kan daripada di uji oleh Dajjal laknatullah….Dajjal akan sampai kepada setiap rumah umat2 ku, kecuali mereka yang beriman yang membawa ahli keluarga nya lari ke gua2, seperti ‘surah Al’khafi’ untuk memelihara dan menyelamat kan iman mereka.

Tuan2 ‘Zaman Dajjal’ ini telah dan sudah bermula secara serious, cepat dan sepenuhnya (fully)…melalui speculation minyak, makanan, cuaca, virus dan peperangan yang di rancangkan oleh pembantu2 nya yang amat setia (iaitu Banker2). Peperangan pula, kebanyakan nya berlaku ada lah peperangan antara Agama Islam dengan kuncu2 Dajjal (United Nation).

Pak Lah baru saja membuat announcement kat Tv1 RTM ….siaran langsung pagi tadi (10/5/0smilies/cool.gif…pasal Gaji, Beras/Makanan dan Minyak, kata nya….kerajaan hanya dapat membantu kesusahan rakyat untuk tempoh masa yang terhad saja..lepas tu beliau kata ‘untuk masa depan rakyat kena lah pandai2 menyelesaikan masaalah2 sendiri..sebab kerajaan tidak akan dapat untuk membantu terus-menerus….’jimat2 le kau orang’ kata Pak Lah. Ini masalah Global, semua negara2 dunia kena…
Banyak negara2 yang mengimport/ membeli beras untuk kegunaan sendiri sudah tidak dapat stock beras masing2 dari negara2 pengexport. Ini disebab kan oleh kerana negara2 pengexport sendiri lebih mengutama kan untuk kegunaan rakyaat nya sendiri daripada merebut keuntungan berlipat kali ganda harga pasaran beras dunia semasa. Kerajaan negara2 pengexport beras lebih risau dan utamakan keselamatan ‘stockpile jangka panjang beras’ untuk kegunaan rakyaat negara mereka sendiri daripada mementing kan negara2 pembeli/penguna beras lain.

India shocked the markets yesterday by suspending trading in futures contracts for a range of farm products in a bid to clamp down on alleged speculators and curb inflation, now running at 7.6pc.

The country's Forward Markets Commission said contracts for soybean oil, chana (chickpeas), potatoes, and rubber had been banned for four months, even though a report by the Indian parliament last month concluded that soaring food costs had almost nothing to do with the futures contracts. Traders in Mumbai slammed the ban as an act of brazen political populism.

The move has been seen as a concession to India's Communist MPs - key allies of premier Manmohan Singh - who want a full-fledged ban on futures trading in sugar, cooking oil, and grains.

subsidy is not something to be proud of. why not give the 45 billion directly to the rakyat's account/pocket and remove the subsidy together? then, the rakyat who don't consume so much get extra cash, the rakyat that consumed more than their share pays for it. as it is, the subsidy is more to subsidise the rich rather than the poor. give the money directly to the rakyat, either via KWSP (top up account) or BSN (all mykad holder must open an account in the bank - may be an account with IC No as account no to avoid duplication, etc etc) it will works out to between 1800 to 2500 per rakyat, depending on eligibility. this will also remove the incentive to smuggle out our subsidised items across border up north and down south.

I have a better proposal. Badawi, why don't you and ALL UMNO fella throw out all those $$money$$ that ALL of you have "eaten" silently for the past 50 years and distribute them out to the rakyat eh? I am sure Tun Daim, Mahatir and all other UMNO devils has a whole lot of nation's cash somewhere in their banks in Swiss. It belongs to the rakyat you know and I believe if UMNO people regurgitate all those rakyat's money out, it will help us a lot, A LOT LOT LOT MORE and perhaps better than S'pore or HK! smilies/wink.gif

You tukar your gaya hidup, sell off your yacht and jet. Sell off you luxurious cars. Sell off all your shares and properties. Give out your cash to the rakyat. Only then, I will tukar, else you just talk cock only. Macam ketam menyuruh anaknya berjalan betul. Look at your wife, so damn well-fed already! lets audit the figure n see how much is the ACTUAL figure shall we? Dear PM, we do not believe any of ur statement anymore. audit and publish it. Let the rakyat know how much was the leakage and how much really went as subsidy.
