I refer to your article " Seberang Perai Council Broke" in the Star newspaper dated 3th April 2008.

As a rates payer who pays assessment to the council promptly every year, I am deeply disturbed by the current financial woes faced by the Council. It was revealed that the council had a reserve of RM229mil in 2000 but was left with only RM25.6mil as at end of 2007. It has become a public knowledge that much of the council's reserves have been utilized for the purchase of land and building of new MPSP headquarters in BANDAR PERDA.

Twin Tower MPSP building

The former YDP of MPSP, Daud Taha, in his press statement on 28/1/1999 ( Star paper 29/1/1999- Council to move to Bandar PERDA) has confirmed that the MPSP will move to Bandar Perda and will have a office building costing "multi million" range.

Sources revealed that at that time, the original proposal by Bandar Perda's developer- Aseania Development Sdn Bhd to the council was to built a twin tower for MPSP. The estimated costs for the twin tower was RM120 million excluding land cost and office fixture and fittings.

Sources also revealed that the original twin tower proposal has received the “blessing" and endorsement from the "highest authority ministerial level" for the developer to proceed and fast track the project by direct negotiation with the Penang state government. However, the proposal to built the twin tower for MPSP has been scaled down and reduced to one single block at the insistence of ex-CM of Penang.The building cost for the single office block for MPSP is about RM65 Million. The new MPSP headquarters (pic) was completed in 2005 and MPSP started moving in from Butterworth in 2006 and only officially hand over to council in late 2007 due to defective air-cond system.

If the original twin tower MPSP headquarters was being built (see the prospective photo in Aseania's website) ,The council COULD HAVE GONE BANKRUPT by now !!!!!!!!!!!!!!!

Land/building cost

The development of the revised single office block for MPSP was awarded to Aseania Development Sdn Bhd, a development company owned by UMNO politicians from Bukit Mertajam through "DIRECT NEGOTIATION". Bandar Perda is a 456 acres privatized housing project by PERDA to Aseania Development Sdn Bhd at land valued less than RM3psf in early 1990's. According to reliable sources, the land costs after taking into account the earth-filling costs of about RM2psf is less than RM5psf. MPSP acquired the land of 10 acres in early 2000's and paid more than RM30psf for the present 10 acre site.Ten times higher than the original acquired land cost.

Sources also revealed that the estimated total investment by the council to own this 5-star landmark building including the land,office furniture and fittings exceeded RM85 MILLION.

The people of Seberang Perai are frustrated whilst council heads and staff are enjoying 5-star office working environment, but the council service has not been improved significantly as expected !!

I hereby urge The Star paper to probe further on the followings :-

Was there any impropriety of council funds as the project was awarded by way of direct negotiation instead of open tender system ? Was the costings justified and fair to the rates payer at large?

People are questioning who are the main beneficiaries from the development of new MPSP headquarters . Only a few people of a company benefited from this or the majority of rates payers in Seberang Perai ?

What happen to the old council building in Butterworth? why is it still left idle ?

Who is responsible for this ? who is the culprit to blame ?? The rates payers demand an explanation! The state government must act to check and stop misuse of the council funds to not allow the council to go broke. Appointment of independent auditor is first step to identify the rots.

Check how much they paid for the office high back chair. I was told they paid more than rm3K per piece ! Also told that when previous president retired and last president came, he had the whole office re-renovated again ! They love to spend so that have Kantai ma.. Sick !!! Who will be there to prosecute them?

What do you ppl expect from a state govt helmed by a spineless leader? These greedy bastards from BN, in particular UMNO, were running riots, literally, plundering the state's coffers until it's almost dry. In fact, they didn't expect the state to fall to opposition. Just imagine what will happen if they continue to rule another 5 years!! Bastards!!

Drill their officers and get them to court. There's too much sabotaj going on. Kita kena rapatkan barisan!! LGE, need to keep contact with Penang people with updates on real issues, then the people can help with feedbacks and suggestions. Please quickly come up with an alternative media to reach the people. The mainstream media cannot be trusted. LGE needs to act quick on this matter. Prosecute them, blood sucker mafia.

Street protest in Penang

PENANG: A big crowd, comprising mostly Umno members and supporters, took to the streets around Komtar after Friday prayers yesterday to protest against Chief Minister Lim Guan Eng’s remarks on the New Economic Policy (NEP).

Chanting slogans, the protesters marched towards Komtar in Jalan Dr Lim Chwee Leong at about 2.30pm.
Angry crowd: Umno members and supporters protesting in front of Komtar in Penang yesterday over Guan Eng’s remarks on the NEP.

The protest was held in response to Lim’s statement that DAP-PKR would run the government “free from the NEP that breeds cronyism, corruption and systemic inefficiency.”

Speaking to reporters, Bukit Mertajam Umno division chief Datuk Musa Sheikh Fadzir said the state Umno would hand over a four-point memorandum to Yang di-Pertua Negeri Tun Abdul Rahman Abbas next week in protest of Guan Eng’s statement.

Tanjung Umno division chief Datuk Ahmad Ibnihajar denied the protest was led by the state Umno and claimed the Malays had gathered in response to Short Message Service texts which were circulated yesterday.

He said the DAP-led government had not respected the rights of the Malays and that the Penang Malays “wanted them out.”
Voicing their concern: Protesters holding banners outside the state mosque in Shah Alam yesterday.

At 3.30pm, George Town OCPD Asst Comm Azam Abd Hamid advised the protesters to disperse, using a loud hailer.

They only left when five trucks, including one equipped with water cannon from the Federal Reserve Unit arrived 30 minutes later.

Acting state police chief Senior Asst Comm (I) Datuk Salleh Mat Rasid said no untoward incidents were reported but two men were brought back for questioning.

Bukit Mertajam Umno division chief Datuk Musa Sheikh Fadzir , this is the mother of all demonstration in Komtar, so he's probably the major shareholders in the Aseania, and so that's why he benefited a lot from the NEP and government projects, that DEB and NEP suppose to help the poor and eradicate poverty.


so looks like its very clear some of these people, who benefited from the Penang governemtn projects.
Looks like the Perda project is doing very well, they are benefited from the projects, and they are laughing all the way to the bank, wonder how much they give to the bumiputra and all the poor ?

direct negotiation instead of open tender? This must be the best of NEP that can offer. And who is the one benefited? WHo is the developer? (Aseania Development Sdn Bhd, a development company owned by UMNO politicians from Bukit Mertajam)

We should now realize that NEP/DEB does not benefit the bumiputras as it seems.

Get the Auditors to investgate the disappearence of the money. Do a complete and unbiased investigation. Catch the culprits by their balls and charge them in court.

This is the same story all over the country. All Pakatan Rakyat government must conduct a through audit of the local council in their states.
This is how they squander our money - on arches, fountains, sign boards, clock towers, landscaping, rock gardens, flag poles, multi coloured lighting of bridges and roads. This is where the bulk of the budget go to.
One will be shocked to find that the funds spent on providing services to rate payers is minimal.
One wonders if these councils were formed to beautify the towns or provide services to the people.

Council say 85mil but Aseania says 48mil, so 37mil for office furniture and equipment????

An audit report is definately required. Council member has to be elected and detail annual financial reports must be made public.

Dato' Musa Sheikh Fadzir was, at least in 2001, the Chairman of Aseania Development Sdn. Bhd, one of the main beneficiaries of Perda, the organisation set up by the Federal Government in the '90s(?) to help bumiputras in Penang.

- there should be laws to prosecute those who misused the funds! if found guilty, which they must be found guilty, then make them pay back the money lost and fine/jail them as deterent to future politicians. if no such laws exist, make them! this crime is a thousand times worse than rape, they should be given the ROTAN! make their butt hurt real bad! show their photos taken during the rotan session on national TV. tunjuklah kuasa RAKYAT!!!

- local councils are supposed to serve the people, make them publish their accounts and be transparent. make them accountable for all the money, making sure they serve the people!

If the PR could form a new gomem in the coming future. We would like them to re-commission the National Bureau of Investigation, NBI, to investigate on all abuses done by the gomen official. NBI was replaced with ACA by our corrupted ex-gomen for his own benefit. About time that they have to pay the price for the damage they have done to our country.
