Kelantan to get oil royalty PDF Print

(The Malaysian Insider) - The mood was exuberant among PAS officials in Parliament last night, and rightly so. They received word that Prime Minister Datuk Seri Najib Razak was likely to announce today that the federal government has decided to pay the Kelantan state government some form of oil royalty — an issue that PAS-controlled state has been fighting for since 2001.

That is the good news. The not-so-good news is that Kelantan is likely to receive a much smaller sum than the RM1 billion which it claims constitutes 5 per cent of the earnings from petroleum and liquefied natural gas extracted from Kelantan’s offshore since 2004.

The oil royalty issue was first brought up by PAS’s Husam Musa in 2001. This year, the issue was raised by PAS MPs in Parliament again, as Kelantan was found listed in the Statistics Department's State/District Data Bank as one of the four oil- and gas-producing states.

The other states are Sabah, Sarawak and Terengganu that receive yearly 5 per cent royalty from the federal government. These three states are under the control of Barisan Nasional while Kelantan has been in the hands of PAS since 1990, giving rise to the view that the government’s reticence to share any royalty with Kelantan was coloured by politics.

The federal government has argued that oil and gas activity is located about 150km off Kelantan shores and is jointly developed with Thailand. The area is disputed by Thailand and Malaysia.

A school of thought within the government has steadfastly resisted any softening of the federal government’s position while others believe that much goodwill can be extracted by the BN government if it offers Kelantan some payment for resources taken from within its borders.

The doves seem to have won the day but it is unclear if the PAS government will go away pleased with the amount of oil royalty or goodwill payment announced today.

For Najib, this was an easy decision to make. It presents an opportunity to show that he is willing to look beyond politics, sometimes. Saying no would have made his "I am the prime minister of all Malaysians'' sound hollow.

Use the money wisely. Use it to make Kelantan a progressive state and the people well taken care off, but spare a little as well to go to Putrajaya. heeheehee

If it is true, why being generous only now !?!?!? Since when has beEND been kind towards PR-controlled states. Look what happened in Perak and the happenings in Selangor now.

Stick to your guns. Not a sen less. That's the only way not to be bullied by the federal govt. Look at what is happening to Penang now. Being held ransom, when it is just asking for what is due.

Why must Kelantan settle for less when it is what is due to them, rightfully. Look at Sabah too. Why is Sabah still one of the poorest when it is one of the main oil contributors? Corrupt leaders there but can you imagine what an extra RM1 million can do in Kelantan under the wise leadership of Tok Guru? Definitely will not be used to renovate his official residence but for the benefit of all Kelantanese.

So, not a sen less.

Sabah oil and gas sector is only beginning. That is why not much has been contributed to the tate in terms of royalty. I believe, sabah and sarawak get 10% and other states only get 5% royalty.
Even based on this amount, we can imagine what kind of money is held by Petronas. several years ago, Petronas lost RM700million in a palm oil scam in its MITCO trading divison. It turned out that the LC from HKSB in Hong Kong was counterfeit and nobody bothers to check until after seven full shipment of palm olein was completed before it was found out. Only one guy ended up in prison for two years. The amount loss did not make Petronas cringed as it is bloated with money and no effort was made to recover the shipments/payments which was exported to China through a dummy hong kong trading company.

Will be same story as Terengganu...The real intention to to find a way to divert rakyat money to own pocket..Knowing Najib binti Romah, I bet they will not channel the money to Kelantan State Government directly. They will do stupid projects, and over price it 1000%.

Don't be deceived. The thieving UMNO will tie the money on some thieving projects, just what they did in Terengganu; Masjid Crystal, Monsoon cup,etc., etc. And some UMNO cronies will be fat just like Patrick Lim.

I can gurantee you the above will happen!

If Malaysia is not using Kelantan shore as its border to claim the oil revenue against Thailand then which shoreline is malaysia using?? Putra Jaya shoreline which is 650 km away????

No, Najib called it wang ehsan and it's not going to go to the state government directly. It'll take a detour through the federal government and end up in UMNO coffers.

"Timeo Danaos Nunc Dona Ferentes" basically means "I fear the greeks even when they bring gifts".

Kelantan State Government should look at this gesture with precaution for Najis is more cunning and evil compared to the greeks back then.

likely scenarios:-

(1) They will set up something like JPPS in Sabah where the money will be spend on development in Kelantan but in Fed Governments terms, and contract/tenders directly to UMNO crony for white elephant project.

(2) They will give the money and make PAS greedy for they have never seem such money, but everything is scrutinze by MACC to nab all their assemblymen. Added to that, money is the root of all evil, and the allocations will cause infighting among PAS Kelantan for share of the allocation.

Why so happy???? unless PM pays CASH and Kelantan Government gets to decide how to help build Kelantan.

This is shadow play only la by UMNO/BN...All projects if any, channel to Kelantan will carry a BIG BN sign, telling rakyat Kelantan BN government help develop Kelantan and not from PAS state government....This is a propaganda for UMNO/BN la.

I say UMNO/BN pay CASH to Kelantan PAS State Government!!!!!!!!!!!!

Did you see any of the commenters here jumping in glee? If you have read all the comments, almost all commenters wrote that they did not trust the UMNO regime sincerity in giving the Royalty money to Kelantan.

Please, do not only read the text but the comments as well. Regardless, I am still unclear the kind of "mentality" you said we have (???).
