Estimates based on government spending indicate that - if one assumes overpayment on contracts is just 20% - the losses could come up to as much as RM28bil a year, according to a probe by national daily, The Star.

Water tunnels, IT contracts and buying computers – billions of ringgit are being over-spent on these and other things every year, denoting poor financial management at every level of government.

Estimates based on government spending indicate that - if one assumes overpayment on contracts is just 20% - the losses could come up to as much as RM28bil a year, according to a probe by national daily, The Star.

ahmad husni.jpgSecond Finance Minister Ahmad Husni Hanadzlah acknowledged that the amount is a lot but could not give an exact figure.

The paper’s investigation team found, among others:

● Hundreds of millions of ringgit in overcharging are taking place for ICT, which is a multi-billion-ringgit industry.

   Contract prices can sometimes be more than 50% than if the deals were done on a tender basis.

● Project finance on favourable terms from foreign countries – the so-called soft loans – can result in contractors being restricted largely to those from the country providing financing, resulting in considerably higher costs.

● Open tenders, done properly and with appropriate evaluation, are one of the most effective ways of reducing the costs to government.

    At least two state governments – Johor and Penang - see great benefits in open tenders.

● Malaysia falls short in comparison with some other countries in terms of calling for and disclosure of open tenders and their details. There is no centralised system.

How Johor does it....

Johor Mentri Besar Abdul Ghani Othman said the issue of non-transparency does not arise in the state when awarding public projects or tenders to successful bidders or contractors as it is done via an open tender.

He said the guidelines and procedures are based on directives stated circulars by the Treasury Department (circular No: 5, 2007) and the Works Department (Circular No: 4, 1993).

He said the tender notice for projects would be advertised in major newspapers and that contractors had 21 days to tender their applications to the Works Department.

cybercafe.pngGhani said the Works Department would also submit the estimated cost of the projects which would be used as a yardstick for awarding the contracts.

All applications would be opened and verified by two members appointed by the state Works Department director and applications (only the bidding prices and not the name of the contractors) would be posted on the notice board for public viewing.

“The open-tender system practised by us is to get projects with the most competitive cost. However, it does not mean that we have to offer the tender to the lowest bidder,’’ he told StarProbe.

Ghani said awarding of a tender was based on comparing one tender against another and also the estimated cost of the project submitted by the Works Department.

Others factors taken into account include good track record, financial capability, technical ability and time taken to complete the project.

Ghani said Johor was strict when awarding projects to contractors to ensure that there would be no “short cuts” or “cutting corners” or else they would deliver inferior projects.

He said it would be better to have a small number of competent and reliable contractors than to have many who were not able to perform satisfactorily.

...and Penang too shows the way

Penang chief minister Lim Guan Eng said the cost of a state government project can differ by over 50% in an open tender.

Citing a recent state government project in Seberang Prai, he said the difference between the highest and lowest bid was about RM100mil.

“The highest bid was over RM160mil, while the lowest and winning bid was RM75mil. If the project was not openly tendered, the state would have had to spend about RM100mil more for the same project,” Lim told the paper.

 “The lack of visibility in the tendering process is a key reason why previous state government projects were expensive. Now that we have adopted an open bidding process, a substantial amount of money has been saved,” he said.

Under the current state government’s transparency system, details of these jobs and their costs are posted on the state government website, www.penang.gov.my.

Meanwhile, the Auditor-General’s Report for 2008, which was tabled in Parliament on Oct 19, reveals that weaknesses highlighted in previous years’ reports continue to be a thorn in the side of proper financial management in the government.

Delays in project completion seem to be a perennial problem and the lack of oversight by various ministries and departments in the procurement of goods and services continue to cost the Government hundreds of millions of ringgit.

Report shows non-compliance of regulations

Auditor-General Ambrin Buang said in the preface to the 2008 report that the audit revealed the non-compliance of various financial regulations in the management of Federal Government finances.

Among projects and programmes named as showing weaknesses of government spending were:

- Kolej Kemahiran Tinggi Mara Balik Pulau in Penang paid RM84,640 for two laptops or RM42,320 per laptop and spent RM2.08mil on computer software that was not used, among other things.

- Over RM15mil was spent by the Perak government on buying  cars and maintaining them over the past four years and still not being able to manage its vehicles properly.

- The Finance Ministry’s public infrastructure maintenance programme, basic infrastructure programme and parliamentary constituency rural development projects involving RM4.59bil for 92,687 projects from 2005 to November 2008 are not satisfactorily implemented.

There were delays in project completion, work not done in accordance with the original scope of works, increased project costs due to the inclusion of procurement of equipment and assets in the scope of works, un-utilised facilities upon completion, improper payments made for works not done and shortage of officers in project supervision.

-The Agriculture and Agro-based Industry Ministry’s Tanjung Manis integrated deep-sea fishing port in Mukah, Sarawak, built at a cost of RM313.62mil, did not achieve its “main objective” because of project delay, unsatisfactory work quality and non-completion or non-construction of certain basic facilities.hillside-development-2.jpg

- The Rural and Regional Development Ministry’s Infodesa programme was also singled out for mention due not only to the perennial problem of project delays but also to the delay in operating the completed Infodesa Centres.

A total of RM68.38mil had been spent on the programme as at Dec 31, 2008, but 156 completed centres were still not registered in the name of the Federal Land Commissioner. The programme has been ongoing since the Eighth Malaysia Plan (2001 to 2005).

- The Works Ministry’s poor planning of the Federal Government administrative centre in Muadzam Shah, Kedah resulted in the complex not occupied earlier.

“As at Dec 31, 2008, 95% of the Federal Government administrative centre was completed and a total of RM243.53mil was spent.

-Weaknesses were also noted in the Science, Technology and Innovation Ministry’s human capital development programme where targets of schemes were not fully achieved, payments were made to unqualified recipients as well as inefficient monitoring and evaluation of the programme. The programme cost the Government RM153.73mil from 2006 to 2008.

The one reason that those who are responsible for expenditure are so blatant in immersing themselves in corruption is simple. They know the chances of their being prosecuted is very minimal because their bosses are also in the same league and will not dare touch them without repercation on themselves. That's why they don't even bother to hide their crimes. Their attitude is if I get caught, I'll bring you down with me.

DUBAI: Datin Seri Rosmah Mansor has described the RM100mil allocation to the Permata programme under Budget 2010 as a recognition of the importance of early childcare and education in Malaysia. From the STAR The programme has been introduced in 457 childcare centres to date and successfully nurtured 17,565 children.

Just run the numbers 100 million for 17,565 children.. even at RM 1000.00 per child it only cost 17 million. We are talking kindergarten level here. Not training engineers or doctors. How much does ABC books and 123 worksheet cost??

I guess the Auditor General do not have the guts to do an AUDIT on Rosmah Permata Project. Her pilot project for 5 centers cost Rm 20 million. Darn that alone is enough to run a kindergarten programme for the whole 457 KEMAS kindergarten.

I have witness first hand the change of the penang government new tendering system, and i must say its a breath of fresh air.

My friends company was recently sent via snail mail to invite to quote for a project for the state government. He had not previously registered with them nor made contacts to the department. The only way the state government would know about his company would be through the internet or other recommendations.... Anyway, since it was just an open opportunity, my friends company join it with their lowest price possible, gave their project references and profile, since no "hanky panky" was needed. Two weeks later, they receive the letter of work to do the work.

Incredible, no bumiputra status requirement, no connection needed to lobby the project, etc.... He inform me normally these projects would be quoted at 40% higher to cover bumi license fees, and some "commission" to lobby for the project.

That is how the federal government should run its procurement. Imagine the money saved, which can be return to the rakyat or upgrading the livelihood of the rakyat through smart purchasing....

Can any one give an estimate and breakdown on how many hospitals, schools, universities, highways, scorpene submarines (without the commission), Petronas twin towers, KLIA, Putrajaya and others respectively??? I am damn pissed this obscene amount is being poured down the drain or into some cronies or politicians' pockets instead of benefiting the rakyat. SHIT!!!!

It's time of the year again when all Malaysians would be gasping for fresh air after reading the AG's annual report over cases upon cases of financial improprieties & mismanagement, outrageous procurement of goods and services by those people who are put into jobs that to work for the welfare of all citizens.
Cases revealed that there so many thieves, robbers and highwaymen in the government service; people who have "license to steal rakyats' money".
So what now then?
Will action be taken by the PDRM & MACC on all those exposed perpetrators and corrupt officials? Or will they be allowed to continue stealing peoples' money?

Mamoooothir is the speaker for War Crimes in town. Everyone can see and read the the financial crimes committed by Mamooothir and gang until today first hand.I think these kind of financial crimes deserves being shot like in China. Crimes like these are worse than war crimes because they kill the people slowly. The amount of money sucked out has killed citizens indirectly for emergency funds in health, crime prevention and drug abuse to the spread of diseases that can be contained with enough standby cash. After the Budget announcement,the first thing that I did was cancel all my credit cards;especially the CIMB card;only in this way we can show our displeasure or outright dismay at the government*s insensitivity to the working population!If only our Malaysian public use a little more of their grey matter(so called brain) in this context;then this country will not be in the pathetic state that it is today;many a time we are too overly complacent or unaware of the repercussion going on in the economic& financial world;thereby leaving a string of problems which would otherwise had been irrelevant or inactive;to give an example;the current Celcom Broadband whch forces the consumer to sign a two year agreement otherwise there is penalty;but did they ever think that they were never any business acumen involved apart from *robbing* the unsuspecting consumer in broad daylight;I mention this spcifically because everyday we are having connection problem;is it a national problem or isolated one;food for thought! smilies/angry.gif

I do not buy the RM28billion figure. I know these processes and my estimate is that it should be 30% over price on average for contracts. If you just take the developmebnt budget, that is already over RM30billion. If you add state budgets and others the figure should be closer to RM50billion at least...

AND there is no money to pay MORE for teachers AND police they say??

What bad spending. UIt is downright corruption. Comes August, they will lookm at the budget and attempt to exhaust every bit of budget surplus. need or don't need, just buy. Otherwise, just bring the DOs, Invoicer and 50% of the invoice value in hard cash in exchange for a cheque to the amount of the invoice.

The whole system is ****ing corrupt.

Don't border to listen to their excuse which are lame.

Putting your finger on the amount lose due to corruption is anyone guesses. Like nailing jelly to a tree.

However you will be aware of changes in anything when 30% had taken place!
Therefore with 30% corruption, people would notice and mumble over.

With 60% corruption then everyone will be happing on it and demand action be taken i.e. like the present moment!

Therefore the minimum amount loses due to corruption i.e. pocketed and wasted on useless projects and spending is as follows:-
The Government= Budget x 30%
The Private Sector = GDP x 30%

Therefore for the Govt, for year 07, 08, 09 = RM (207.9 , 176.9 , 157.62) billions at 30% = RM162.73 billions for the 3 year period.

Therefore in the Private Sector, for year 06, 07, 08 = USD (384.3 , 367.4 ,345.9) billions at 30% = USD 329.28 billions for the 3 year period.

Therefore the total corruption in Malaysia, is estimated for the last 3 years, to be at least RM 1315.21 billions, where USD1 is assumed to be RM3.5.

Well RM 1315.21 billions for 3 years does not look that bad as it’s only just equal to an average GDP! But what if it is at the 60% mark!

Still it would be OK, if the Chinese did not take the UMNO boys seriously, and is not running away! Now who is going to pay the taxes for the Govt expenditure? And the money for the NEP and all those white elephant projects for siphoning off the budgets?

In addition to the Penang friend getting contract story... I would like to share how Kelantan award their timber concession.

I was told that every company would submit their tender in a sealed box. The box will be open and every participants will be present in a huge conference room whereby each tender is open and the tender amount written on a board. In this case the higest bidder wins.

The total corruption in Malaysia, is estimated for the last 3 years, to be at least RM 1315.21 billions, where USD is assumed to be RM3.5. So Malaysia's CEO what do you have to say on this?

During the early years after independence, and well into the 60's and 70's, it is generally agreed by those officers in Government service, including myself, that the Government service has the best administrative and control rules and regulations compared with other services, private or otherwise. Their Genral Orders have procedures and rules for almost everything under the sun in the running of the Government departments, from disciplinary rules, types and procedures of actions to be taken, boards of survey formed for the condemning and disposal of government equipments and assets, purchases for materials and the need for the calling of quotations, procedures for which were clearly spelled out, tender system, etc. etc. These orders cover everything, and to this day I am very impressed by them.

But along came our TDM and it was he who threw out this book. Purchases could be made any which way one liked, tenders given out to who one likes and at any price under the sun. Remember the Auditor general's report some years back that a Government official in some department bought a screwdriver for RM5000 and no one blinked an eye. And now we have a laptop bought at a price of RM42,000. And no one has even thought of taking any action. I suppose all these are under the NEP rules. And of course we have the 'mother of all corruption', the "negotiated tenders" which have made billiionaires for UMNO's cronies, all at the expense of taxpayers. And the irony is that these cronies need not come out with a single cent nor have any knowhow or experience for the billion-ringgit projects. Sigh! is this what UMNO has dubbed as Malaysia Boleh!!

But the most sickening part, despite all this monstrous sins, UMNO/BN continues to have the support of the rakyat. Are our rakyat really that dumb?
