The Auditor-General's Report has once again revealed the malpractice in the public domain. But the incident of fraud repeats year after year and the government takes no actions against it.

The government wants to cut 15% of operating expenses in the 2010 Budget scheduled to be announced Friday (23 Oct). In fact, it should first reduce the government department's wild expenses, including mismanagement, waste and fraud. It may help the Treasury to save tens of billions ringgit.

The Auditor-General's Report has once again revealed the malpractice in the public domain. But the incident of fraud repeats year after year and the government takes no actions against it. The report is simply a waste of efforts. Here are a few suggestions for the reference of the authority to stop financial mismanagement:

  1. Carry out undercover investigation: The Independent Commission Against Corruption (ICAC) of Hong Kong has implemented an undercover investigation plan and successfully, they have solved many corruption cases. The Malaysian Anti-corruption Commission (MACC) may carry out a similar scheme. If they are facing the problem of manpower shortage, perhaps they can take the “whistleblower” measures to reward those who expose corrupt civil servants. In the first two months of its plan to turn loss into profit, MAS had implemented the “whistleblower” measures to raise the corporate integrity level.
  2. Change the procurement method: The government's procurement procedure is a black box operation. As a result, the purchase prices are several hundred percent to 3000 percent higher than the market prices. Therefore, it is necessary to change the procurement method. Other than open tender, the prices must be published online for the reference of the bidders, so that the government is able to buy cheaper equipments.
  3. Appoint an independent audit company: The National Audit Department can continue its task but it may be too late to reveal improper spending after a year. Most importantly, the act must be immediately exposed and stopped. Appointing an independent audit company allows immediate expose of abuses and it can help the government to save a large sum of money.
  4. List financial management as a key performance indicator (KPI): Prime Minister Datuk Seri Najib Tun Razak has set KPIs for various departments but neglected the more important financial management. Improper spending in any department should be regarded as a failure to meet the target and no salary increment should be allowed, or even a dismissal would be necessary.
  5. Having classes and examinations: According to the Auditor-General's Report, the expenses of many departments are very ridiculous, showing that the financial heads of these departments and agencies are lack of related knowledge or skills. Therefore, they should attend classes and sit for an examination every three months. And they should be replaced if they fail the examinations.
  6. Take disciplinary actions: The government must work out a severe punishment and reward system to severely punish those who commit serious mistakes, carelessly spend and are involved in corruption. It should include to charge officials, who are involved in criminal offenses, in court instead of merely transferring them to other positions.

It all depends on human efforts to reduce waste and fraud. If we continue to allow for various unreasonable incidents, the Treasury would not have enough money to squander. Also, MACC should not investigate only small cases like “the order of national flags by a state assemblyman”. If they take actions according to the Auditor-General's Report, the country's integrity level can certainly be greatly enhanced.

If the defects are not corrected and stopped, it will be impossible to reduce the financial deficit. No matter how many political slogans we have, it will not be enough to cover up the financial drawbacks.

You can have the most superb AG's report in the world and it will mean nothing if you do not act on. Or follow up on it. Is it that difficult to use common sense? Surely the people can't be that brainless to even approve the purchase of a RM20k laptop. Let alone RM40k. If you cannot identify the person responsible then change the whole lot. Starting with the boss himself for failing to do the obvious. So how now??

And all also depends which group are you in. Corruption are practiced from the tip of the mountain to the sand at the bottom of the ocean. How to reduce them? Do what China is doing.....firing squad.

Amanah Saham 1 Malaysia is another money churning machine for the corrupted.
Guess soon our EPF will be gone too. Maybe not this year, maybe not next year
but definately soon. Billions are already gone. RM will be like Rupiah soon.

Even if there is no proof of corruption. The department manager can certainly be fired for mismanagement and the officers involved fired for incompetence.Change always begin at the top.So, let see if these government performance thing is just bullshit. no minister or even deputy will get the can for this mismanagement.

I have only 1 recommendation to remedy this problem:- Let the Barisan Najis Govt. and senior civil servants in charge of these depts. face the firing squad and tembak-lah (or Najis Rosak may prefer C4) !!

When will the PDRM/Macc take action?
If the gomen is reluctant, let's allow the Pakatan Rakyat to do so after GE-13.

So that's how a first world civil service works. The Chief Secretary should resign, after all this is not the first time we get this sort of report. It is not that difficult to charge the miscreants. There must be a paper trial - purchase orders, vouchers, letters of offer and such documents. And don't forget the suppliers too. Charge them. Both parties are indulging in corruption,

FIRST OF ALL please audit all Mammoooothir in Mammoooland. He has walloped the rakyat's money and he is shouting that everyone is courrupt so that no one can look in his backyard where a lot of proxies are parked.
When you clean up the head the rest can be cleaned...not as long as mamoothir's baackside is smelling we the rakyat are forced to clean this too.

What is the govt going to do with the report? What has the govt done with past reports???? Bet nothing seriously happens and this is indeed most shameful and disgusting ! People with authority not doing their job seriously and getting away with it year after year and some rakyat continue as though nothing happens !

When I was in Government decades ago, even purchasing a RM50 part/material would require us to call for quotations from a few suppliers. Not so, since the PM TDM introdued the mother of all corruptions, negotiated tender, or direct tender. So its not surprising nothing will be taken against Government officials for rampant corruption in making purchases, when the uppper echelons of UMNO officials can give direct tenders to their cronies, and in the process making hundreds of millions.

All I can say is that no matter how many rules or how the method is changed MAN will always find a way to go around the problem. What we have to instill from young is the "righteousness" in the heart then all the problems will go away but unfortunately despite all the so called religious "training" & so called acts to ban alcohol, condoms the actual problem has not been addressed. The government encourages GREED. It is better to be righteous & poor than be RICH & UNGODLY.

To all the government servants of Malaysia,
Be a martyr for fighting corruption in the government which is pleasing in the eyes of Allah then to fight for the NEP which is displeasing in Allah's eyes.
Be a whistle blower for good cause rather then to humiliate your enemies.
You cannot be good by standing by while your boss steal from the government coffers which actually belongs to you all. You are an accomplice if you just look the other way and not report this to all rakyat. Gives names or else nothing is going to happen.
Together we can eradicate corrupt practices from this beautiful land, Malaysia.Amin.
