“The government must punish all those lawbreakers, only then can it regain the public’s confidence. In the past, the public did not see those who abused their power getting punished, resulting in more abuses of power. As such, it (making the PKFZ audit report public) is a good start,” said Tun Daim Zainuddin.

NO HOLDS BARRED

Raja Petra Kamarudin

It is a great disappointment that the MCA Extraordinary General Meeting (EGM) is not being used for a united MCA call for a Royal Commission of Inquiry into the RM12.5 billion Port Klang Free Zone (PKFZ) scandal to bring to book all MCA, Umno and Barisan Nasional leaders implicated in the “mother of all scandals”.

When former Finance Minister Tun Daim Zainuddin could say that the PKFZ fiasco provides the Barisan Nasional government the best opportunity to fulfill its promise of cracking down on corruption, abuse of power and mismanagement, why are MCA, Umno and other Barisan Nasional component parties dragging their feet when they should be acting decisively to identity and punish the wrongdoers, without fear or favour and regardless of their present or past position or status?

Daim speaks with great authority, knowledge and experience when he said:

“The government must punish all those lawbreakers, only then can it regain the public’s confidence. In the past, the public did not see those who abused their power getting punished, resulting in more abuses of power. As such, it (making the PKFZ audit report public) is a good start”.

(READ MORE HERE: Daim: PKFZ fiasco provides best opportunity)

Daim cannot be more right as witnessed the five-fold multiplication of the first major financial scandal in the Mahathir premiership some three decades ago – the RM2.5 billion Bumiputra Malaysia Finance (BMF) scandal – to the present RM12.5 billion PKFZ scandal!

The Cabinet decision last week to set up a super task force, headed by Chief Secretary to the Government Tan Sri Mohd Sidek Hassan, to take over all investigations into the PKFZ scandal is not a demonstration of political will to get to the bottom of the “mother of all scandals” but the opposite.

I see it as a major step backwards in public accountability and good governance, as it smacks of being a super “cover up” task force for the PKFZ scandal.

What is needed is a Royal Commission of Inquiry to conduct a comprehensive and no-holds-barred investigation into the “mother of all scandals” including relevant Ministerial and Cabinet aspects of the scandal instead of trying to sweep the whole issue back under the carpet.

In the first place, is Mohd Sidek the most appropriate person to head the super task force on the PKFZ scandal?

Before Mohd Sidek takes up this appointment, he should explain to the Malaysian public why he had failed in the past two years to carry out the Cabinet decision in July 2007 when it resolved on the RM4.6 billion bailout of PKFZ, including giving retrospective approval to the four illegal Letters of Support unlawfully given by the two previous Transport Ministers, Tun Dr. Ling Liong Sik and Tan Sri Chan Kong Choy, that the Chief Secretary should conduct an inquiry as to how the four Letters of Support could have issued unlawfully and to take the necessary disciplinary actions against the culprits who have now landed the country with a RM12.5 billion PKFZ scandal.

Did Mohd Sidek carry out such an inquiry as not a single culprit had been identified, let alone penalised for the unlawful issue of the four Letters of Support in the past two years?

Clearly, Mohd Sidek had not carried out the Cabinet instruction or there would not be today a merry-go-round of multiple investigations into the PKFZ scandal, but all without the necessary sweeping powers to get to the bottom of the scandal.

Can Mohd Sidek succeed where he had failed in the past two years?

This is why the MCA, as the party which is most implicated in the PKFA scandal as so many MCA top leaders were involved whether as Transport Minister or Port Klang Authority Chairman, should take a stand to ensure that there should be no further cover-up of the PKFZ scandal and its EGM should, among other things, demonstrate the undivided support of the MCA delegates for a Royal Commission of Inquiry to bring to book all MCA, Umno and BN leaders implicated in the PKFZ “mother of all scandals”.

YM RPK, You continue to unearth all the shit in the Government but these so called mainstream media never blink an eye on the face of these scandals! There is only one way! We need a revolution to change this country!

I have already mentioned how the modus operandi is for UMNOputras and other corrupt BN sycophants steal billions from the rakyat.

For those who missed it, here is how it works:

1. First, think of a project which is super-sensitive and stip in patriotic, religious and economic overtures so that when the project is proposed no one would dare to object to it. The best types are for example mosques, hospitals, schools etc.

2. Approach a minister to submit a paper addressed to the PM. Don't bother about anyone lower.

3. PM will then endorse on the submitted paper with 'saya setuju dengan cadangan' or 'saya sokong cadangan diberikan kepada syarikat XXX' or words to that effect.

4. The endorsed letter is then taken to the Ministry of Finance where the project is tabled and funds allocated. A letter from the Ministry will then be sent to the Ministry under which the project falls under.

5. The ministry in charge of the project will then issue a letter of Intent (L.I.) to the company to start preparation of the project.

6. After weeks and months of negotiating and 'top-ups' to the contract sum, the ministry then issues a Letter of Award to the 'successful' company.

7. The awarded contract sum will be many many times inflated to cover all those who are part of the chain of command - from runners to politicians to the political secretaries, to the ministers etc.

Yes, at the end of the day we do get the school, mosque, hospital etc built; if we are lucky they won't be many defects, but you can bet your bottom dollar that if the project was done in a transparent manner we would be paying only a fraction of what it actually cost. Most of the money will go to non-productive intermediary agents who are mostly UMNOputras, BN politicians and their cronies. This is how the rakyat's money is robbed by those who walk the corridors of power.

Now that you know how it works, are you still going to vote for BN/UMNO? Are you such a masochist to receive more of these massive abuse of power?

Chan Kong Choy wrote to Pak Lah on 11 October 2005. Nine days later, on 25 October 2005, Pak Lah ‘Setuju Dengan Cadangan’.

Then on 30 November 2005, A Supplementary Agreement(ADW 1) was executed between PKA and KDSB for the Additional Development Works encompassing junction improvements, construction of an electrical infrastructure and construction of a business class hotel. The total payment from PKA is estimated to be RM677.1 million (including professional fees, variation order and interest accrued on works done). Payments from PKA will be on a deferred payment basis, amounting to RM150.0 million per annum from 2007 to 2009; RM120.0 million in 2010 and the last payment in 2011 comprising of interest accrued on balance payable to KDSB at 5.0% per annum, professional fees and any variation order, all of which will be assigned to Valid Ventures Berhad under an absolute legal assignment; the assignment of which forms a security to the bondholders and CP/MTN holders.
The ADW 1 was signed under common seal and authenticated by the General Manager and Manager (General Services).

On 26 April 2006, ADW 2, a supplementary agreement to ADW 1, was signed under common seal and authenticated by General Manager and Assistant General Manager (Administration) to revise the interest rate from 5% pa to 7.5% pa.

Chan Kong Choy then issued the second letter of Support dated 8 December 2005 to allow Valid Ventures Bhd to issue RM510.0 million fixed-rate serial bonds and up to RM85.0 million Commercials Paper/Medium Term Notes Programme.

When PKA unable to meet the first scheduled payment due to KDSB on 30 June 2007, PKA entered into an agreement with the Government for a soft loan of RM 4.632 billion. But first the Perdana Menteri/Menteri Kewangan 1 have to write a memorandum to its Jemaah Menteri on 22 Jun 2007 to ratify all the four ‘Letter of Support’ and the overall cost of RM4,632,732,000.00

Either Pak Lah kena kelentong dengan Chan Kong Choy or tidur masa ‘Buat Kerja’.

Is BN serious in eradicating corruptions in Malaysia? I doubt very much the present government is sincere and serious in doing so, lip service may be.

Just consider this? if they go all out to eradicate corruptions, how many by-elections they need to have in order to replace those arrested and convicted and knowing very well for every BN held seat, if there is a by-election now, they will definitely lose the seat, so can they afford to do so?

Japan's LDP should have learnt from BN, hold on to power instead of calling for elections and lost like hell.

I feel a genuine hate towards the perpetrators and God know! those high-up in the public service who knowingly abetted to this great treason. The jail terms should match the degree of audaciousness.

Daim Zainuddin is the biggest crook and traitor of all time as far as Malaysia is concerned and should be called Malaysian Public Enemy No 1. He has personally siphoned off at least RM100 Billion from BMF, UMBC, Fleet Group, Pan-El, Bank Bumiputra, Cold Storage, Peremba, UDA, Landmarks, MMC, Renong, PLUS, Time Engineering, HICOM, Proton, Saujana, MAS, EPF, etc, etc. When a new government takes over, he should be the first person to be arrested and made to bring back all his ill-gotten gains to Malaysia. Lee Kuan Yew would have arrested him for the Pan-El scandal if he had dared set foot in Singapore at the time, but instead he sent his sacrificial goat Tan Koon Swan to go to prison on his behalf.
