A publicly recorded threat of bloodshed whilst stepping on the cow's head was vieotaped, as well as the threat of racial tensions. Ok .. suppose we maintain this still has no links to religion ie hindus.

The cow's head as per toyol's "hujah" represents the state administration. So the protesters were threatening to attach state institutions. As far as i can understand of our laws, this is an ISA issue. A threat to attack the Government.
