Najib must act more as a chief executive and less a sultan satisfied merely with issuing endless titahs (edicts). Malaysia has enough sultans already with the nine that it has; there is little need to add to the roster.

Prime Minister Datuk Seri Najib Razak’s pledge to improve six key areas (crime, corruption and poverty reductions as well as education, infrastructure, and public transportation) would have met widespread applause if only he had indicated just a wee bit more on how he would go about achieving those lofty goals. Malaysians are rightly fed up with highly optimistic targets and stirring slogans; what we desperately need are leaders who could execute things and get us there.

Najib refers to those objectives as national “Key Results Areas” (KRAs). If he is not diligent and imaginative in the execution, Najib’s KRA could very well end up as KeRA (monkey). Kera would then join up with Najib’s earlier glokal Malay to be the next laughing stock of the nation.

The very manner in which Najib made the announcement does not give us much confidence. He made it at a huge gathering of civil servants and on a working day. Thus during that entire morning work at the various government offices was at a standstill.

More than likely the afternoon too was a washout, with those officers busy rehashing the speech. With their superiors absent, the subordinates would even be more sluggish than usual. I pity members of the public who had urgent businesses with the government on that day.

Najib has acquired one of the many bad habits of his predecessor. Tun Abdullah Ahmad Badawi used to convene his ministry officials for a monthly lecture a la school assembly. And just like a headmaster, Abdullah would stand on the podium sermonising in his soporiferous monotone voice, putting everyone to sleep. That is, if he himself had not dozed off first. Of course work at the ministry would come to a screeching halt.

The Chief Secretary to the Government Tan Sri Sidek Hassan has not thought of advising Najib to use other more effective and cheaper ways to communicate, like newsletters or even taping the message onto a CD and then distributing it. Perhaps Sidek is in awe of Najib, imagining him to be the civil service’s Steve Jobs. Apple’s Jobs used to gather his employees in a huge hall at the launch of a new product or to make significant announcements.

If only Najib has a fraction of Job’s charisma and executive ability, perhaps such large gatherings could be excused and defended as a means of rallying and inspiring the troops. Having seen the videotape of the assembly however, it was more a torture session, torture for those civil servants to remain awake!

Najib deludes himself if he thinks that simply assigning a responsible minister would solve the problem of execution. None of the six ministers he has selected had excelled themselves or impressed us with their executive talent. Tan Sri Muhyuddin Yassin, for education, has not “wowed” us with his flip flopping on the policy of teaching science and mathematics in school. As for Datuk Seri Hishammuddin Hussein, responsible for crime reduction, his previous tenure in Education did not enthrall us with his competence.

Then there is Datuk Seri Ong Tee Keat, responsible for infrastructure development. This poor soul has yet to explain the rapidly ballooning boondoggle that is the Port Klang Free Zone development scandal.

I would have been more impressed had Najib in assigning the areas of responsibility also indicated the price for non-performance. Would Hishammuddin be relieved of his Cabinet post should he fail to reduce the crime rate? Heads must role when there is a major lapse. That is the only way to make people accountable and take their responsibilities seriously. If there is no price to pay for failure, there is little incentive to perform, much less excel.

Take crime reduction; Najib is needlessly reinventing the wheel. All he has to do is revisit the recommendations of the Royal Commission on the Police of four years ago. Along the same vein, if during the tenure of the present police chief Tan Sri Musa Hassan the crime rates have soared, that is compelling enough reason not to renew his contract.

My hunch is that Najib will renew Musa’s contracts, thus making a mockery of the commitment to crime reduction. Najib would do more for crime reduction by firing the glaringly ineffective and incompetent Musa Hassan. Otherwise all those lofty goals would merely be cakap kosong (empty talk), KRA morphing into KeRA.

Likewise in his battle to curb corruption, Najib would do well to get rid of the present director of MACC, Datuk Seri Ahmad Said Hamdan. His agency’s record in the two latest high-profile cases is abysmal. Then there is the tragic death of one of its “friendly” witnesses.

Simply upgrading or renaming the old Anti-Corruption Agency to the Malaysian Anti-Corruption Commission would not combat corruption if you are still stuck with the same personnel, procedures, and mindset.

A Better Approach

A more effective approach would have been for Najib to gather his assigned ministers and the relevant senior officers to a private meeting where he would lay out his goals and inquire from them the steps and initiatives they would recommend in reaching those goals.

Those meetings would be working sessions, dispensing with time-wasting unnecessary protocols. Everyone would literally roll up their sleeves. That is not the time to be in your three-piece suit. There is much heavy lifting to be done, with ideas critically examined, resources allocated, and markers put in place.

Such meetings would not only be cheap they would also not disrupt the normal workings of the various departments, especially if they are held outside regular office hours. Those meetings would be the time to monitor progress, get feedback, and modify strategies accordingly.

Najib’s meetings thus far have been heavy on press coverage and laudatory comments especially in the mainstream media. This is not the time for premature accolades; there will be plenty of time for that later when those objectives are achieved. Meanwhile we should all be critical lest these leaders get carried away with premature and unmerited applause.

Like his predecessor Abdullah, Najib is satisfied merely with making highly publicised public pronouncements instead of attending to the necessary nitty-gritty of governance. It is attention to such practical and mundane details on which the success or failure of a policy would depend.

Since 1957 when they didn't get & pay for the manual on how to run this country from the British, the only thing they are interested at, are now khalwat cases! smilies/grin.gif. That's all about Ketuanan Melayu! Catching people for close proximity! Ahahaha! I wonder why we need such humongous budget for that! smilies/grin.gif

I bet he cannot do it!! He cannot do it because in order to do it he must be sincere & honest. Being an UMNO President he cannot be so. Furthermore, to be sincere and honest means that he should never go after the Pakatan Rakyat MPs and ADUNs first. To prove to the world out there that he is genuine he must initially target all the UMNO and BN MPs and ADUNs on an urgent priority. The moment he has cleaned his own house and his backyard, he can than target the opposition MPs and ADUNs. To begin with it he must first kick out the IGP and the AG and also disolve the Perak Assembly and call for a fresh election there. It does not matter even if they loose Perak. What is important is that the Rakyat is observant of what is being done. Finally call for snap GE. We the Rakyat will over-whelmingly vote BN. You can try it out. As it is BN is definately losing the next GE, be it in 2010 or 2013.

This is just his PR machinery working overtime. They are just trying to pull wool over our eyes and gain popularity votes! You will see more and more of these to come in the coming months while nothing changes! Well they are suceeding to a certain extend as his popularity has gone up to 65%. Lets talk to everyone we know who is on the fence or leaning over to the dark side of all the abuses that is still going on and they are not going to change and they will continue to rape us if we don't take them down!

The people have had enough of UMNO leaders empty pledges and hollow slogans.

The PR agency employed by Najis is wasting tax-payers' money. I am pretty sure that the PR agency does not have any thorough study of the UMNO regime culture. If they had, they would have known that the people couldn't care less of the fake UMNO's pledges and slogans. . .!

Sorry, but I don't see Najib as reforming anything significant enough to overhaul the Malaysian society. Much is riding on how he manages to please both sides of the divide - those of civil society who are pushing for reforms, and those on the other side, esp UMNO/BN cadre, who want status quo to be maintained.

Is Najib the person to usher in the much needed reforms? Well, as one very famous TV doctor likes to say, "patients will lie, but symptoms never lie".

The symptoms thus far in practically all of Najib's annoucement, have thus far been, at best, cosmetics. Take his annoucement of the liberalisation of the services sector. Well, what has that done to the economy todate? No real impact, right?

He proposes a "review" of the ISA. Well, there was also a proposal to "review" the UMNO nomination process for election of its office bearers - to do away with the quota system; but, what does he now propose instead?

That only those who have served as incumbents for at least 2 terms, can be nominated for these posts.

Cosmetic isn't it?

Till today Najib has not been able to articulate his 1Malaysia into discernable action plans, or tangible goals that are eventually translated into the day to day operations of the civil service. At best, he still seems to rely on his PR team to push through a concept that is much more vague than the now- defunct Islam Hadhari.

But perhaps Najib, of all people, understands best what it would mean should he seek to dismantle the old way of doing things and competely eradicate corruption as a rice- bowl means in Malaysia.

It would mean that he has got to come clean on the murder of that poor Mongolian lady. It would mean he has to come clean on the Scorpene submarine deal. It would mean he has to come clean on the many deaths in NS camps. It would mean him taking action on the VK Lingam episode - which, implies that Mahathir must face the music.

There is no other way any push for civil reform to be successful if the nation's paramount leader still choses to hide his skeletons in the closet

I just don't see Najib as being capable of doing any of these. So, at best, we have a cosmetic - driven leader helming the PM's office now.

With an expensive PR team to boot. Instead of 4th Floor boys, we have Apco Worldwide circling the halls of Putrajaya.

We need new leaders, we need a radical revolution to happen at Putrajaya for UMNO/BN to change.

And only we - the Rakyat - can apply the necessary pressure for that to happen.

After 52 years in power, all these BN pirates are too corrupted and have too many skeletons in their closets. All these half past six dungu ministers and IGP PIG are holding evidence against each other and they are scratching each others' backs with their right hands while gently squeezing the other's balls with their left hands. The only way we can get rid of all of them is to vote them out. Start telling everyone you know now! smilies/angry.gif

I don't see any reason why Najib would want to improve the life of a Malaysian Rakyat. UMNO politicians are selfish bastards and if there is nothing for them, there will be nothing in terms of improving our livelihood for us.
The new defence minister has already stated that our MIG's need to be replaced. We don't really need new jets. We need a new direction in how the country is governed.

When incompetence is the culture of BN government,there is no hope for the country.Our past and presnt PM,whick include mahathir know very well that cabinet are made-up of corrupt and incompetent people.Improving the lives of its people and developing the country are not their priorities as these require skills and honesty which are seriously lacking.

Since the government is incapable of developing the country,their only objective to enrich themselves,their families and cronies before they are ousted by either their own party or the opposition.The best example I can think of is the idiot Khir Toyo,he was so corrupt that GOd has to get rid of him for us since UMNO is not willing to get rid of him.

There will be more people from UMNO/BN who will be ousted come the next general election as these people are too greedy and evil,I believe God has black-listed them for us.

I can now see the truth of the RAHMAN (Rahman, Razak, Hussein, Mahathir, Abdullah and lastly Najis) prophecy! Najis is going to be the last of the UMNO PM. Only 6 PMs from UMNO. That's it, caput, no more UMNO/BN scumbags and slimeballs. Thank god for that.

Why is Najib just talking.... because he really does not want to change anything people. Just trying to fool the stupid ones, so that he and his comrades can keep looting the country.
