(The Malaysian Insider) - Laura Foong scored 12 As in her O-levels three years ago but her application for an overseas government scholarship was rejected.

But Foong was offered a scholarship by the National University of Singapore and University of Melbourne.

“I have accepted the offer from University of Melbourne to study science and I will be leaving (Malaysia) soon,” said the 20-year-old, who has just completed her A-levels in a private college.

Foong is among many top non-Bumiputera students who applied for but were denied overseas government scholarships. In fact, many of them are upset that those with poorer results were awarded scholarships instead.

The government has been trying to tackle this problem by reducing the Bumiputera quota from about 85 per cent to 56 per cent last year.

Ten years ago, only about 15 per cent of non-Malay students received government scholarships to study abroad. This rose to 44 per cent this year, reflecting closely the population ratios.

Prime Minister Datuk Seri Najib Razak recently announced a new National Scholarship based on merit to be implemented next year. This will add to existing ones and create more opportunities for high achievers. But there have been mixed reactions to the plan.

The policy is good but the problem always lies with the government's implementation system, noted Educational, Welfare and Research Foundation Malaysia president S.P. Pathi.

He felt that the policy would not stop the brain drain and top students would still choose foreign scholarships.

“As long as they do not improve the implementation system, our top students will continue to be tapped by other countries. If our government can convince our students that the merit-based system prevails, people will flock to our country to study,” Pathi told The Straits Times.

Not all hopeful about merit scholarship

At least this part of our export sector is doing well...
We feed them and freely force them to those who need them..
... that is why the average intelligence of our leaders are decreasing.
But wait... the requirements are not high to be a UMNO leader:
These are:
1. Know how to shake a kris
2. Born of right parentage
3. Mouth racist remarks.
4. Rasuah sayang eh!
5. Dollar akbar!
6. Duit lah tuanku...

Surely one doesn't more than a C- to do all those.
Semua-nya OK!

Don't worry merit is always recognised.....all over the world even if it is not recognised in BOLEHLAND. That is why if you are good you will get a scholarship somehow from somewhere and this is what this article proves.

About the only way to sufficiently ensure that those who have been awarded scholarship is to publish their names along with their results. But then again, their test papers could be marked differently...

A scholarship is not a free lunch - a scholarship is earned. Based on her results, it's not surprising she was offered scholarships from educational institutions that recognise excellence without prejudice.

Merit scholarship is just one category.
Don't expect the other categories of scholarships to be need based.

Too bad, Laura happened to be a female. Otherwise, I would have told a secret to a better chance for getting the government scholarship..... Circumcise and place the dick on the interview table...... and wear a songkok. Surely get one!

why the need of an additional PSD scholarship category?

so you could rig the millions of dollars for the below-par students? and continue your racist agenda? bullocks ideas.

question is: is the money allocated for both category the same?

university of melbourne & National University of Singapore both rank top 10 in the world while our so-called apex university USM is not even in the top 50.

laura, good choice! shine for us! prove them right that brain drain is caused by them, and the top universities in the world truly values talent.

Laura Foong must have received her offer from Singapore's National University AFTER she obtained good A levels results. It is not likely NUS would have made an offer based on her SPM results - no matter how many A1s she has scored.
