The Pakatan Rakyat state government and the coalition leadership cannot afford to be soft on discipline, and the taking of stern action, including sacking, against errant councillors must be supported and commended.

Johari Kassim expelled as MPSP member

PENANG, Sunday 29 June 2009: The Penang government has expelled Johari Kassim as a member of the Seberang Perai Municipal Council (MPSP) for having led eight Parti Keadilan Rakyat (PKR) councillors in boycotting the swearing-in of the new council president on 4 June.

Johari's expulsion took effect 26 June in keeping with a decision of the state executive council that day to revoke his appointment, State Local Government and Traffic Management Committee chairman Chow Kon Yeow said today.

State PKR liaison committee chairman Datuk Zahrain Mohamed Hashim, when contacted, said the party felt that Johari should not have been expelled, and was writing to Chief Minister Lim Guan Eng to reconsider the decision.

Chow said the expulsion was in accordance with Section 10(4) of the Local Government Act 1976, which, among other things, stated that a council seat shall become vacant if the appointment was revoked by the state authorities.

"This is a decision of the state executive council, and there were several PKR representatives at that meeting, including Deputy Chief Minister (I) Mansor Othman, who is also the Penang PKR liaison committee deputy chairman," he told On 4 June, a group of PKR members of the MPSP boycotted the swearing-in of civil servant Mokhtar Mohd Jait as the MPSP president.

Johari reportedly said then that eight of the nine members of the council from the party did not enter the Dewan Kenanga at the MPSP building where the swearing-in of Mokhtar took place because they were unhappy with the decision of Lim for not having discussed the appointment with the PKR.

Chow said council members were not prohibited from expressing their views, but Johari's action was regarded as inappropriate. He said the seat vacated by Johari would be filled later, and advised all council members to give priority to matters of local government.

No stopping the political reformation

The Pakatan Rakyat state government and the coalition leadership cannot afford to be soft on discipline, and the taking of stern action, including sacking, against errant councillors must be supported and commended.

Many of these small-time appointed councillors are causing much embarassment to the coalition by their uncouth behaviour in public.

The Pakatan Rakyat leadership must stop all such nonsense if they want to continue the political reformation momentum started since the March general election last year. The impetus gained by the people movement for change and progress since then must not be frustrated by the selfish ambition of some little petty party warlords in demanding and fighting for positions and perks.

The Competency, Accountability and Transparency (CAT) slogan of the Penang Pakatan Rakyat state government should not be seen as a popular publicity slogan without substance and content, but must be the clarion trumpet war cry against all forms of corruption, cronoyism and the craze for positions, power and perks among the little petty party warlords. The slogan should be vocally and visibly demonstrated in the steadfast dedication of both the coalition and the state government in their socio-economic political agenda to work for a peaceful, prosperous, proactive, progressive and pro bono publico Malaysia.

The political changement de pieds started on 8th March last year, and the revolutionary dance must continue with the increasing fast tempo of dramatic and wide-reaching changes in the administrative mindset, culture and practices, starting from the exemplary leadership at the top and filtering down to the grassroots local council level.

Nothing and nobody should be allowed to stand in the way of the revolutionary velocity forward to achieve a clean, corrupt-free, and competent government by the people, with the people, for the people. 

I salute you, Guan Eng, for what you are doing and what you have pledged to do for Penang, and will give you full support, but I will not hesitate to challenge and castrate you politically if you divert from the narrow and straight path of righteouness. Rest assured that many right-thinking and concerned citizens will mobilize to support you in your brave and bold crusade in cleaning up the massive mess in Penang, accumulated over the years by an incompetent and inefficient administration.

Johari has acted in defiance of the Pakatan leadership led by Lim Guan Eng. He still has the mentality of that of all UMNO members, the arrogant attitude and urge to be a hero of his kind. You cannot be in the government and acting against the government. If johari thinks that the state machinery is not to his liking, like the appointment of the MPSP head, the honourable thing for him to do is to resign and join UMNO. And he will be the fighting cock for UMNO!!!

Always remember you elected to serve the people and not people to serve you. Only in Barang Naik... they do believe that people elected them and expected people to follow their whim and ego view and not the people wish's how to be done but in their own terms!

To even suggest that Johari should be given a chance because he has been good is an insult to us, NEW MALAYSIANS.

PKR are like shadows of UMNO and unless PKR can ditch that image, PKR may well be rejected by us, the NEW MALAYSIANS.

Khalid in Selangor must quickly learn to be stern. Rotten Subang Council chiefs being promoted to PKNS is simply not right. Just get rid of them, this is the demand of NEW MALAYSIANS.

The Penang State government have enough of troubles at it is without having one of its people stabbing them in the back. Sack the buggers that would not listen. This will teach them a lesson and not think that they can get away with everything. It will also show the others that the state gomen means biz.

Every new parents are informed by their elders and peers of the old adage and rule of thumb Likewise, Pakatan (PR) is a "new parent" in governing states in Malaysia with the aspiration of ruling the country in the future. Needless to say, there will always be "problematic" child in the family, though for the majority to come from PKR is indicative that something must be done asap by DSAI to "discipline" his PKR (majority ex-UMNO) team.

While, what transpired in Penang - MPSP is considered HARSH by Malaysian political standard, nevertheless, the problematic child - in this case - Johari, to forgive him will be to revert to the indiscipline and corruption of BN/UMNO type of rule (I refer to Close-One Eye case in Jasin, KJ alleged money politics in recent UMNO election, etc etc)

Zahrain, better ditch your UMNO mentality now or risk being ditched by the rakyat come next election. DSAI, take note and buck up!!!

Right thing to do, discipline is the only way. Don't be afraid to take errant politician to task. Look at Singapore, look at it's people, look at their efficiency.
Don't follow the UMNO/BN way, weak leadership (corrupted) cannot say anything to their politicians as they will spill the beans on the president and his men. The guilty ones in UMNO/BN will be sent to Pakistan to visit La whore.

I believe there are UMNO spies within PKR who will try to destroy it. These spies will surface at different times at the call of their UMNO masters. DAP has its fair share of them as we have seen. I agree we should sack them.

There is another group of people within PKR who try to bully it because it is weak at the moment. These people should be sidelined.

Yes. Sacking him is the best way to put the PR house in order. Just a small time councillor (not even elected) already want to show his clout. Maybe he should stand as Independent candidate in next GE. Padan muka!
