Mini Budget causes major problem for SMEs PDF Print

(The Malaysian Insider) - The RM60 billion mini Budget might provide guarantees for local businessmen but it has also brought on a  huge problem, crippling double levies for both new and existing foreign workers that keep Malaysian exports competitive.

The government imposed the levies in the mini Budget to encourage Malaysian small and medium enterprises (SMEs) to employ locals but factory managers and even restaurateurs say Malaysians ask for too much but produce too little, forcing them to rely on foreign workers.

The SMI Association of Malaysia is now appealing to the government to consider the double levy, to be paid by employers, only for new foreign workers and not for existing workers.

The association said the imposition of the double levy on existing foreign workers already in the country will cause the small and medium enterprises (SMEs) to be penalised and burdened with unexpected additional costs during difficult times.

It is estimated that 500,000 foreign workers are employed by the SMEs currently.

Its national president, Chua Tiam Wee pointed out that the SMEs are already feeling the pinch of the deteriorating economic crisis and most have limited resources and reserves to last for about six months.

Without the immediate government action to stimulate domestic demand strongly, Chua said, many SMEs will need to take drastic action to downsize or even see closure in the coming six months.

“When the budget was announced, we had simultaneous dialogue with the Ministry of International Trade and Industry (MITI) to give our feedback. We hope MITI will forward our feedback to the government,” Bernama quoted him as saying yesterday.

Currently, the SMEs employ 5.6 million or 56 per cent of the total workforce, a mere five percent closure by SMEs will mean over 250,000 workers will face retrenchment, he noted.

On the new RM5 billion Working Capital Guarantee Fund and another RM5 billion Industry Restructuring Loan Guarantee Fund announced in the second stimulus package, Chua said the speedy disbursement of such funds lie on the willingnes of banks to lend.

“To assist SMEs facing difficulties, a one year moratorium should be allowed for them to service their loan interest only,” he said.

He added the government should monitor the approval and disbursement closely to ensure banks act speedily and responsibly.

Meanwhile, The Sunday Star reported that the Home Ministry has seen the “locals first” policy result in work permit approvals for foreign workers cut by almost 70 percent.

In January and February, an average of 250 permits were approved daily compared to 800 last year.

Home Ministry deputy secretary-general Datuk Raja Azahar Raja Abdul Manap, who disclosed this to Sunday Star, added that there was a time when up to 2,000 approvals were granted daily.

He attributed the decrease to a more thorough vetting process by the ministry.

The ministry approved 301,682 foreign workers last year but is confident of achieving its target of reducing the number of foreign workers to 1.5 million by 2015.

RM600 billion? How sweet and sweat this mini budget!! Sabah? don't ever think that you can eat some. How about 0.0000002 percent?

Certain Malaysians don't like to work with other Malaysians as he wants to own the business. Other Malaysians want their privileges and do minimal work. The rest of Malaysians do not want to work if possible. So, to solve the standoff, in come the foreign workers.

The first set of Malaysians get to exploit them for maximum profit. The second set fo Malaysians get to keep their privileges to the maximum and the last set of Malaysians can choose not to work in certain jobs. All this is fine when the economy is at 10% growth and no one complains. But now, when there is no work and no money ????

How long is this nonsense going to last? That is why there can be only one and ONLY ONE set of Malaysians. No discrimination ..... love all and serve all!

Our Southern neighbour adopts the best criteria Brains, Politicians, implementers, etc with Academic, Professional, With Long and Proven Track performance of “Excellence”, who are “Accredited and Remunerated” very well (from a few hundred thousand to more than a Million Singapore Dollars per annum) with “Structured Job Specs” in this 21st century context and they DELIVER! Sometimes Foreigners (Asian first, then others) are taken for a short contract period to “Groom” the Local “Best” personnel. Every National/State Project - DELIBERATION/Decision/ Implementation for the Nation, State and its People! As such no squabbles & disputes. Right person for the job at hand! Integrity and Accountability Either “deliver or else you are out”. With such a Policy in place. Their Senior Political Leaders, Politicians, Generals, CEOs, etc do not even have to be seen. but everything runs the way it should for the nation and its rakyat’s “Guaranteed Basic Needs”.

In this Bolehland it is the reverse! They are the “True Leaders” involved in the “Bigger Vision” for the Nation’s International Political, Security, Economic, R & D, Manufacturing, etc Policy and Standing. The DBS, MAS and Termasek together have financial “Reserves” of more than 600 Billion Singapore Dollars. For a small nation, they HAD acknowledged, deliberated, identified and mobilized an “INTELLIGENT, STRUCTURED and DYNAMIC” contingency financial plan IN EARLY 2009, to mitigate this financial meltdown Ensuring a "MEANINGFUL Package" is ADDRESSED for its CITIZENS to CREATE a POSITIVE "CASH FLOW" & not for Corporate & Institutional "RESCUE & BAILOUTS". to ONLY WET their "Huge Gaping APPETITE" with no Capital & Cash flow at the Userend "CITIZEN'S" strata. They have an initial package of 20.5 Billion Singapore Dollars and they are “Rock Solid” with their cash reserves of 600 Million Sing! Almost 30 times Reserve Stimulus packages available! ) Anyone in Singapore involved in “Graft, Corruption, etc” would rather “Self-Destruct” than have to face the Senior PM and their peers. With the Global Financial Meltdown, NO Country or Government can understand & appreciate the "Actual Impact" to the "Nation" & its "People" until they get hit "Hard" like "Iceland." and Malaysia could join the many, many more to come! A "New Government is now in place" to "Salvage" the nation! Whilst the G20 Presidents, PMs, FMs, Governments are strategising & synergising their positions on the GLOBAL FINANCIAL "Chess Board". there is still no "Intelligent, Structured Contingency" plan nor Quantums" in place in this Bolehland.
