Malaysia's cabinet approves a low-cost air terminal to help out a political ally

With barely three months until March when Prime Minister Abdullah Ahmad Badawi is due to relinquish his office, he has approved a project that reeks of an attempt to salvage the profitability of conglomerate Sime Darby and to further buoy the country’s budget airline, AirAsia, which is controlled by a Badawi ally, Tony Fernandes.

Over the objections of listed Malaysia Airports Bhd, which operates the current Kuala Lumpur International Airport in Sepang and 38 other airports around the country, and which is also building a new permanent low-cost carrier terminal to replace its current facility, Sime Darby and AirAsia have been given the green light by the government to construct a new terminal in Labu, Negeri Sembilan, about 50km from Kuala Lumpur, and 10 km from KL International.

The new airport, “KLIA-East@Labu”, which will be part of Sime’s Negeri Sembilan Vision City, is reportedly estimated to cost RM1.6 bil (US$452 mil), excluding land costs, and will span 2,800 hectares in the home state of Khairy Jamaluddin, Badawi’s controversial son-in-law and a member of parliament. There is no indication whether government or public money will be used indirectly for the project, or who will pay for government facilities including highways and connections to the new airport. AirAsia said in a statement on Jan. 8 that the airline is negotiating with international and domestic investors to fund the construction of the proposed facility.

This hardly the first time that a company has been awarded lucrative contracts under the Barisan Nasional, the ruling coalition that has dominated the country for half a century. It is the kind of crony capitalism that had been practiced for two decades by Badawi’s predecessor, Mahathir Mohamad, and that Badawi had vowed to stamp out when he became prime minister in 2003.

It is also the second major airport project linked to Khairy. Last March, Fajarbaru Builder Group Bhd, formerly known as Syarikat Pembenaan Fajar Baru (Rembau) Sdn Bhd, won a RM124 million contract to expand the current low-budget terminal at Sepang. Wee Choo Keong, a parliamentarian for Kuala Lumpur, pointed out in July in parliament that the company is based in the constituency of "someone's son-in-law” and had no experience in building airports.

When Sepang was completed in 1998, then-Prime Minister Mahathir said the facility was designed to last 100 years and would be able to accommodate 125 million passengers a year. Expansion plans forecast two terminals, four satellites and five runways. The airport company was supposed to have completed an extension to the current low-cost carrier terminal at Sepang 16 months ago. However, only the international arrival hall for low-cost carriers is finished. Fernandes has argued that the terminal won’t be ready for his use before 2014, and is too late to keep up with the airline’s passenger growth.

Bernama, the national news agency, reported on January 8 that Fernandes said that “in two years' time, this airline will go bust if we do not have the facility” and that “the key thing is we cannot slow down our growth because we have bought planes.” AirAsia’s third quarter results in September marked core operating losses of RM76 million, mainly due to a fuel hedging policy which gambled that crude oil would hover around US$70 per barrel. Crude is now lingering around US$40 per barrel.

AirAsia has cited the inability of the existing LCCT’s 10 million passengers per year capacity to meet demand as a reason for building the new airport. Passenger traffic was expected to grow by 25 percent by the end of 2008, from 15 million to 19 million, and forecast to grow at the same rate this year, Fernandes told local media. The current low-cost terminal’s increased capacity after expansion to 15 million passengers per year falls short of AirAsia’s requirements, Transport Minister Ong Tee Keat told local media.

After construction, Sime will pass the “whole project including the land” to AirAsia. It’s unclear who will operate the airport and how much additional government funds will be required to operate the Customs, Immigration and Quarantine departments at the airport, among other things.

Hello Kalimullah, Khairy and Tony Fernandez are directors of Air Asia and to give the LCCT in Labu to Air Asia is a clear cut case of corruption because the trio are his cronies. Musa Hitam, the chairman of Sime Darby, is a well known acquaintance of Pak Lah and apportioning a part of the Labu's LCCT to Sime Darby is therefore a form of corruption. Don't this wolf in sheep's clothing has any sense of decency and honour? Even on the eve of his departure from the premiership, he still wants to commit economic treachery. Now I can understand why TDM hates him like hell.

So what will happen to the existing LCCT after that? If such was the plan, why expand it in the first place? LCCT without Air Asia would be a ghost terminal. Why not use Subang Terminal? THe infrastructure is still there? Why continously build things and charge people for the armotisation of the infrastructure cost. Plus the SUbang Terminal are still there laying idle (except as a failing convention and exhibition centre) Why waste more money

Today LCCT at Sepang was almost burn to the ground.
The top leadership must be help accountable to all this corruption.So today we are lucky to have DAP,who is doing a fine job of uncovering all this dirty and greedy habits.We,the rakyat must keep on fighting ,to bring all these top leaders to justice.They are the worst of all,stealing, plundering and raping our country right before our eyes.Down with umno!

I'm afraid I must challenge their statement thatLCCT is currently hanadling 10 million passemgers a year. Note the worf passenger, so it does not include porters, tickets, restaurant crews and what have you.
I'll even give them 12 million. So it is a million passengers every month. And average about 30,000 a day. No, that's too much. Probably if you add in the passengers from Subang airport. Secondly isn't it to have two airports so close to each other. What happens when they gave to circle to wait for their turn to land or avoid bad weather. This is asking dor trouble.

Barisan Najis is all about making lots of $ for the UMNOputras & cronies and this lame duck Bodohwi is trying to make as much as possible for him and his crew before he is put out to pasture. Tony's idea of having the 1.6B KLIA East airport has merit but....KLIA built for 125 million passengers handles only 25 million...why is that. Mhathir used 9 BILLION of our money to build this airport in the forest and feed his cronies. But it's run by third rate morons. Right from rentals, baggage to actually getting there costs a bomb. The government should give LCC huge discounts and utilise the empty spaces at the KLIA instead of duplicating airports all over the place. But with an entrenched UMNO government and even more entrenched lazy workforce in the form of the bloated MAB nothing is going to change unless PR comes to power... Tony's 1.6 billion JV with Sime to increase value to his services instead of being stuck in a now fire prone distant godown will certainly work provided UMNO's MAB doesnt run this airport too and screw it up...but Tony and co would be well advised instead to use their political influence to take back Subang and develop it ..thereby saving costs and giving passengers now stuck hopelessly driving the 70km stretch down that kampong road to the KLIA a break.....

LCCT in Labu? I will not happen. This is just a deceptive ploy to 'rob' Subang airport and hand it over fully for free. They are just waiting for this sort of public outcry that strongly suggest the use of Subang. That is all the justification they need. It would be easier once the public has been duped. After all it was never a secret that Subang airport has always been the target. There is more than meets the eye.

Go bust than. I would rather not have a 'low-cost' carrier in this country than to see some greedy corrupt buggers profit from this. What we 'save' on airline tickets ends up being wasted anyway by our tax money being used to enrich the son-in-law and his buddies.

Subang Airport is now under refurbishment for Firefly. It is no longer white elephant. Having said that, LABU airport is another moron project as KLIA is still relevant and capable to absorb the future capacity.

i think its fair that AirAsia takes appropriate steps to de-risk their business from political interference and pressure that is imminent once the changover in leadership occurs.

Ie they need to take steps to remove their dependencies from MAB and their oppressive extortionist policies that will be leveraged by politicians.

All sources of future pressures and threats need to be derisked. You can thank our useless judiciary and our cendol judges for necessitating such drastic measures like having to build another airport.

Tony Fernandes must be laughing himself silly at all these idiots being manipulated by him. His whole purpose was to pressure MAB to reduce their charges to him and hopefully also write off outstanding amounts owed to MAB by Air Asia. It is high stakes poker at its best and greed is the common denominator being manipulated here. Of course we have a sleepy head that half the time is blur to what is going on around him and will agree with whatever his SIL tells him to do.

Common sense will tell you that it is cheaper and faster to upgrade the existing LCCT if time is of the essence as claimed by Air Asia. Even if Sime/Air Asia can build the new terminal fast, the infrastructure construction has to match the new terminal's completion and I cannot see how Govt. bureaucracy can move with the same speed. Unless there are compelling reasons such as there are no more land to expand, the Govt should make Air Asia and MABwork out a win/win deal to expand and use the existing LCCT. If there is another airport/terminal, the Govt will need to duplicate the common functions and this would mean doubling the operating cost. And at a time of severe credit crunch, will Sime/Air Asia find it so easy to raise the funding or are they going to get the Govt. to guarantee their bank loans, claiming that this is national duty again?

Attention Democrats.For your info,Subang Terminal Airport is a bygone.They DEMOLISHED the terminal quietly just after the operations was shifted to Sepang Airport.I myself was shocked when i realised that Subang Airport Teminal was not there anymore.The only one that still exist is terminal 2.Barisan Nasional has been raping us the rakyat 20 to 30 years ago.Please everyone wake up,don't trust the mainstream media.Change the government NOW.Hudud or no hudud is a small matter compare to Malaysia will go Bankrupt once the oil wells in east coast run dry.Adios. smilies/shocked.gif

This sounds like something that SD and UMNO cobbled together after the people poo-pooed the idea of SD taking over the National Heart Institute

The typical Malaysian politician wouldnt even know if his arse was on fire... and that's the level of thought which has gone into this project

They cant even think of an imaginative name for it. Can you visualise the average Malaysian Taxi driver's response to KLIA v KLIA east

Sooo d*mn disappointed with Badawi. Anyway, every Malaysian should read a book by Michael Backman entitled "Asia Future Shock - Business Crisis and Opportunity in the Coming Years". Look for Chapter 19 - From Malaysia Boleh to Malaysia Bodoh?"

I bet you will not find that in any of the Malaysia bookstores. Seems like the whole world know about Malaysia politic, how corrupt the country is under BN and the Malay Supremacy.
