DAP: PLUS stands to make RM25 billion PDF Print E-mail

Petaling Jaya Utara Member of Parliament Tony Pua said today that PLUS, the concession holder for the North-South Expressway stands to make a staggering RM25 billion in profits, in the next 20-years.

Pua, who spoke to reporters after scrutinising declassified toll concession agreements at the Works Ministry here, said PLUS made a profit of RM1.2 billion last year and the amount will increase annually till the concession ends, in 2038.

"Under the agreement the concessionaire has all to gain and nearly nothing to lose."

Pua, who was at the Works Ministry, with Serdang MP Teo Nie Ching and Kampung Tungku Assemblyman Lau Weng San, said PLUS is also exempted from paying taxes on its profits.

As such, he said DAP was justified in objecting to the privatisation of PLUS to United Engineers Malaysia (UEM) in 1988.

"It was a hot issue, which was used as one of the justifications by the Government to detained 16 DAP national leaders, including Lim Kit Siang and Karpal Singh, under the ISA, during Operation Lalang."

Teo, who got a first look at the concession agreement this morning describe it as a 'profit guaranteed' contract, which favours the concessionaire.

Under the agreement, the company can impose higher toll charges if traffic volume is less than what is projected, while the government will have to provide compensation if it objects.

She said the original 30-year-concession, signed in 1988, had already been extended further by 20-years, as a form of compensation.

Teo said terms in a supplementary agreement, signed in 1999, made it virtually impossible for the government take over the concession.

"Besides having to pay the cost of construction, which was just RM5.94 billion, and any outstanding loans owed by the company, the Government would be forced to pay an amount equal to future profits."

Teo questioned the Government's rationale in entering into the agreement in the first place.

"Why privatize the highway, when they could have built it and run it themselves."

Meanwhile Pua also dismissed assertions by Works Minister Datuk Mohd Zin Mohamed yesterday that buying back some of the concessions, such as Lebuhraya Damansara-Puchong (LDP), would be too expensive.

He said the LDP was constructed at a cost of only RM1.327 billion but to date the company had received RM630 million in compensation for not raising toll charges and would continue to receive RM75 million annually.

"The numbers are stark and it is obvious that it would be better for the Government to buy back the concession rather than continuing to pay compensation."

Yeah the Highways Toll are actually highway robbers. and WHAT NONSENSE is this? why we need to pay toll and they don't need to pay tax? Then again i know partially what is happening behind. I was from a company under there smilies/sad.gif just a small fly there and I am ashamed to say that I did profit in some way from this by the bonus and the share but I left the company already.

The Corrupted TDM is responsible for these highway tolls. I was told that TDM is one the major secret shareholders of PLUS. No wonder such ludicrous and generous terms were awarded.
What have the serpent TDM has to say about this?

And the govt goes around begging people to donate for spastic children, the destitute, the poor when the govt should be taking care of these souls with all the black money made by it! So many poor kids cant go to school, so many poor in want of medical facilities and help. and what do we find in Pandoras box? Filth! The PM should be shy but with a buffalo hide and a smile how to book them! the ACA is another animal!

One of the top priority of the PR gomen (no more a wishful thought today smilies/smiley.gif) is to sign and validate all extradition treaties with other countries so that the plunderers have no where to hide.

Firstly I want to ask the PM what happened to his promise of lowering the toll rates after Jan 1 2009.

Secondly I want to ask why must the toll be collected for time infinite (not defined and no cut off date) because there is no justification for this. Every year more and more cars are using the ro*** with tolls. This means every year the toll collection increases exponentially.

This called transparency or good governance?

I have a friend who works for one of the toll concession company & he says, they are always greasing the ministers via gifts or accompaying them or wives or their kids on overseas shopping trips. No wonder these concessions make so much money as someone is protecting them. Yes, he also says the ministers are getting very demanding these days, meaning they need more $.

This is highway robbery. Pun intended. These agreements are outright fraud on the rakyat and those who penned their signatures down on the agreements should go to jail. The contracts can and should be avoided for fraud.

Please investigate the monthly payment made by PLUS.Did they have to pay a certain percentage of the revenue to some RM2 companies? If true then the said companies UMNO goons controlled.An easy way to suck the money UMNO from ordinary folks..

YOu see guys even without govt compensation PLUS could make profit what..The agreent purposely made to favor PLUS at them expenses of the people
