The Child Act, 2001 defines ‘child’ to be anyone below the age of 18 years.

Section 31(1)(a) of that Act makes it an offence if any person who, being a person having the care of a child, abuses, neglects, abandons or exposes the child in a manner likely to cause him physical or emotional injury or causes or permits him to be so abused, neglected, abandoned or exposed.

Section 32 of the same Act provides that it is an offence for any person who causes or procures any child or, being a person having the care of a child, allows that child to be on any street, premises or place for the purposes of

(a) begging, receiving alms, whether or not there is any pretence of singing, playing, performing or offering anything for sale; or

(b) carrying out illegal hawking, illegal lotteries, gambling or other illegal activities detrimental to the health and welfare of the child.

On 23rd August, 2008, on our way up to Permatang Pauh for the by-election, we stopped at the Tapah lay-by for some R & R.

Whilst most ended up at the KFC restaurant, Bernard, Marina and I headed to the main food court for some teh tarik and coffee.

Whilst having our drinks, this young child aged 13 approached us.

Tahi mati orang jelas nampak tapi tahi mati sendiri sebesar Mt. Kinabalu gagal dilihat. Developing teenagers doing something good (cycling) for community prohibited but to let those children in the street doing illegal things are permissible.

smilies/grin.gif cannot wait the PDRM busy to catch those street children in Sinsuran, Bangunan KWSP and Api-Api Centre in Kota Kinablu for 'cycling' day by day illegal things.

Kids.Our Future.thats why the new comers of general election will never vote for the OLD THINKING (or NONE THINKING) BN.Either we Die here, then letting our Kids or our future suffer a long dead.Sacrifice have to be made for the future, and BN will never sacrifice themself.

Another good reason that we need the IPCMC bill to be passed,how can we expect the police to investigate its own wrongdoings,more so a police force with a tainted numero uno.

In any other country DCP Khalid would have resigned in disgrace,he is lucky that the Malaysian rakyat are tamer than the ones in Greece and Thailand.

Anyone got the pix of the yellow tape around the cyclist? Maybe our beloved Sultan will think twice or thrice before making any support to the DCP after seeing it.
The Sultan should take back the title from this DCP.!
