No Clear Proof Of Human Negligence, Says Ong PDF Print

(Bernama) There is no clear proof that human negligence was the cause of the landslide in Bukit Antarabanga, Housing and Local Government Minister Datuk Seri Ong Ka Chuan said.

He said that natural factors could be the reason as it had been raining prior to the incident.

"If it was due to human negligence, the landslide would have happened very much earlier. But it has already been 15 years since the completion of the housing projects," he told reporters after visiting the landslide area, Wednesday.

He said that officers from local authorities, Public Works Department and agencies under the Natural Resources and Environment Ministry would meet later today to find out the actual cause of the landslide.

"We need to come up with accurate findings so that we can prevent similar incident from recurring," he said.

Four people were killed and 14 bungalow houses at Taman Bukit Utama and Taman Bukit Mewah were destroyed in the incident.

The search for a Sri Lankan maid, believed to be buried under the rubble, was still ongoing as of noon.

Ong also said that the state and local governments should carry out a review on all projects which had been approved for implementation in Bukit Antarabangsa as the place was a high-risk area.

"As the area is densely populated, new developments should no longer be carried out," he said.

Ong also said that the findings of the national slope master plan study would be made a benchmark for hillslope development in the country.

Once again we seem to have no short of ignoramus idiots. Even a layman is intelligent enough to understand that indiscriminate development,not necessarily in the immediate vicinity,does create gradual soil erosion elsewhere. Ask the Indonesian in Java how recent mudslide came about that destroyed thousands of acres ,and who the suspect is.

Sadly, few Malaysian ministers will ever accept responsibility for their actions, or what happens in their department or ministry. Most Malaysian ministers will put the blame on others (and a few will even blame God for human error due to bad policy or poor regulation).

Lim Kit Siang, speaking in Parliament on the urgent, definite, public importance motion on the Bukit Antarabangsa landslide disaster, has expressed his disappointment with the PM for blaming others (developers and buyers):
Conspicuously absent from Abdullah’s blame list are the various government agencies and authorities who should be even more culpable in giving approvals or closing an eye to dangerous hillside developments and in totally ignoring the lessons of the Highland Towers tragedy 15 years ago.

And LKS is shocked by what the Housing Minister has said:
I am shocked that the Housing and Local Government Minister, Datuk Seri Ong Ka Chuan, who had been missing for the past four days of the disaster, has surfaced today to rule out human negligence as the cause of the Bukit Antarabangsa landslide disaster and to declare natural causes as the probable factor. Ong should not be a second Samy Vellu with excuses of “acts of God”.

I agree with LKS that there should be immediate and significant action:
There can be no two ways about it – there should be a Royal Commission of Inquiry into the Bukit Antarabangsa landslide disaster with a three-prong terms of reference:
• firstly, to inquire into the circumstances and causes of Saturday’s Bukit Antarabangsa landslide tragedy;
• secondly, a larger mandate to inquire whether and why the Federal, state and local government agencies have not learned the lessons of the Highland Towers tragedy 15 years ago, specifically for Bukit Antarabangsa but even further afield; and
• thirdly, why other countries like Hong Kong could end landslides by ensuring hillslope safety despite development.
Finally, there should be full and independent inquiry into the serious complaints by Bukit Antarabangsa victims about some irresponsible members of the search and rescue (SAR) operations team ….

Of course there is human negligence. The residence, upon seeing signs of a landslide, did not do the proper thing and self evacuate from a dangerous situation, and let their fate to be decided by local authorities.

Why did Ka Chuan pre-empt any investigation into the tragedy by saying that there's no clear proof of human negligence? How does he know? It raises suspicion that he's colluding with the developers and certain authorities. This is clearly poor leadership. Perhaps Tee Keat should take this opportunity to remove him as a minister.

the project may have been 15 years.. but bodoh... the continuos removal of greenery on a hill slope will see its effects 10 to 20 years later... what the f. is he talking about....

Talk is easy.

A neglected slope with failing drainage will over time became a castastrophe.

The remaining two blocks of Highland Tower is still left standing to rot and fall one day. Then a minister in the future will say it is an act of God.

What lovely words from this soul-less Minister "Sahib". His pompous, arrogant statement shows the shallow depth of his concern and sympathies for those who are suffering both emotionally, psychologically and financially as a result of the landslide in B. Antarabangsa.

Would he have been so soul-less if he was the one who lost loved ones in the landslide??

This is what we have today in Malaysia; Ministers who have no shame about revealing how arrogant and cold-hearted they are. When they become this cocky, we have to worry what the future will be like in their hands.
