However, he told the Dewan Rakyat that he would not order Tajuddin to retract his remark as other members of parliament (MPs) from both sides of the divide had also uttered similar indecent and racist remarks in the past.
Citing unparliamentary remarks which had been uttered by several MPs in the past, he said all MPs should take his ruling as a lesson and not to repeat similar mistakes in the future.
Before announcing his decision on a point of order raised by Lim, the deputy speaker said after referring to points of order and other decisions made in other parliaments worldwide, he could not rule that the “anti Malay” remark was unparliamentary.
“After discussions with the speaker, we found that the word uttered by YB Pasir Salak was a racist word,” he said.
Earlier, in deciding on another point of order which was also raised by Lim, Wan Junaidi ruled that there was no need to refer Deputy Higher Education Minister Datuk Idris Haron to the Privileges Committee for allegedly misleading the house.
He found that Idris had no intention to humiliate former University Malaya vice-chancellor Datuk Rafiah Salim.
Rafiah had demanded an open apology from the deputy minister and contended that Idris questioned her service and performance when he said in Parliament on Nov 13 that her successor, Prof Datuk Dr Ghauth Jasmon, had been appointed because of his track record.
Wan Junaidi said he had no right to order Idris to apologise to Rafiah.
