Kit Siang says serious crimes are still rampant, slams IGP for misleading Cabinet PDF Print

By Adib Zalkapli, The Malaysian Insider

DAP Parliamentary leader Lim Kit Siang slammed Inspector General of Police Tan Sri Musa Hassan for allegedly misleading the Cabinet and the National Economic Council by saying that the worsening crime index was caused by perception.

“What is outrageous is that the Cabinet and the National Economic Council could be browbeaten so easily by the IGP yesterday to accept such a ridiculous ploy, to the extent that this has been adopted as the official policy position as to be publicly enunciated by the Deputy Prime Minister, Datuk Seri Najib Razak two days ago,” said Lim in a statement today.

The Ipoh Timor MP added that the comparison with other countries was also done unfairly.

“Homicide per 100,000 population is 1.09 cases in Japan, 0.26 cases in Hong Kong but 2.12 in Malaysia; while rape per 100,000 population is 1.62 in Japan, 1.54 in Hong Kong while in Malaysia it is 11.47. For robbery per 100,000 population, it is 4.78 for Japan, 17.56 for Hong Kong while it is 90.49 for Malaysia,” said Lim.

“With these shocking statistics about violent crimes for the three countries, how could the IGP be so irresponsible as to mislead the Cabinet and the National Economic Council to believe that Malaysia is safer than Japan and Hong Kong?” he asked.

Lim also challenged the Cabinet and members of economic council to see for themselves whether Malaysian streets are indeed safe.

“If the Cabinet Ministers and National Economic Council members can so easily buy the bluff of the IGP, I challenge them to walk the streets of Johor Bahru and Kuala Lumpur for a day without protection,” said Lim.

He also urged MPs from both sides of the political divide to take a common stand in rejecting Musa’s “ridiculous ploy to explain away the worsening crime index with a statistical sleight-of-hand by claiming that it is purely a problem of misperception.”

Tony Pua, the MP from PJ Utara, argued in his blog today that it was clear that Malaysia was not safer than Japan and not the other way around.

He said that based on statistics provided by the Statistics Bureau of Japan, in 2007, the crime rate per 100,000 was 1,493.6. However, approximately 75% of this number is classified as “larceny” or theft.

The biggest contrast, he said, was for robbery cases. Japan recorded only 4.69 cases per 100,000 while it’s a staggering 88.76 cases for Malaysia.

Similarly, criminal intimidation in Japan accounted for only 1.92 cases per 100,000 while in Malaysia it’s 21.31 cases.

“Hence, the Government’s attempts to paint a picture that Malaysia is much safer than Japan is clearly misleading at best. In fact, from the statistics of violent crimes, Malaysia is a much more dangerous place when compared to Japan.

Meanwhile Pulai MP Datuk Nur Jazlan Mohamed said he was willing to walk in the streets of Johor Bahru, the district that form part of his constituency to prove the city is safe.

“I’m willing to walk together with him,” Nur Jazlan told The Malaysian Insider, claiming that the police have done well in crime prevention.

“What cannot be fully stopped is the petty, unorganised and spontaneous crimes,” he added.

Perception? Misception? My personal perception is the IGP needed his by-pass operation recently because he was undergoing extreme mental and physical pressure over the recent arrests of RPK, Teresa Kok and the Sin Chew reporter aggravated further by the constant barraging from MP LKS. I may have this misception he may not last physically to endure despite the bypass.

There are 48 double-storey terrace houses along the street where i resides in. Over a period of 3 years, practically almost all the houses were burglared. Mine was broken into twice. My immediate neighbour's house was also broken into twice as well as the family car stolen.

May i asked the IGP if he's willing to go around my neigbourhood at Taman Perling, Johor Bahru to ask the residents there whether our citizens feel any safer with him at the helm of the PDRM?

The Malaysian government have been whitewashing pockmarks the size of moon craters on everything from economic data to social issues. They no longer feel any shame for what they do and if any international organization or foreign government shine the light on our ugliness, we angrily accuse them of being jealous of our success or meddling in our internal affairs. For years, they were able to whip up the emotions of the citizens who stupidly/naively parrot the official line. Thanks to Malaysia Today and other blogs, the veil has now been lifted (but not completely).

We get offended when some ignorant westerner wondered if we still lived in trees, but our own government treat with the same contempt. Our ministers actually think that we'd be stupid enough to buy their story about Malaysia being safer than Japan like we were born yesterday. They insult us and they insult the Japanese, obviously oblivious to the fact that they have defamed a friendly nation.

Thank you Uncle Lim for giving us the numbers. Now let's see how our uniformed head thug wiggles himself out of this.

Sir Lim, I don't like you but I am fan of you at the same time.

The safety level in malaysia is way out of hand. Look, we prison ourselves inside the house with numerous number of padlocks and high grade steel bars. Not only that, we hire guards and make guardposts, and at some place, we have to ask permission to get into our own property. Put rotweiler somemore inside the gate. I don't think Hongkies and Japanese is doing that. It used to be some guy with not enough money to buy car on motorcycle or somebody who chose cheaper transportation, now if we hear motocycle approaching, it might be snatchers.

All politic nowadays. Do we even matters? Reduce immigrant workers by huge scales, give the job to locals, get familiar faces back into society, not just some random faces and strangers that we don;t know their origin wandering around freely in neighbourhood.
Get the country spending properly on safety aspects, there are specific required ratios between police force to public, how far off are we?

Pulai MP Datuk Nur Jazlan Mohamed:

Off course lah jalan-jalan on the streets are safe as everybody does it. It all depends on which street. I have seen with my own eyes a lady being dragged on the street after a mat rempit snatched her bag. I can also walk the streets the whole day without any incident except maybe sweating profusely due to the heat.

The stupid IGP must be blind. Why are there so many metal grilles in the back lanes of terrace houses? Five years ago it was not necessary to put up such barriers and employ security guards to check incoming traffic. To top it, the residents have to pay all out of their own pockets. He calls this safe??

I dare our IGP to walk around Chow Kit for one week in layman's attire and see for himself. Either he is a chicken or just plain gaji buta. BTW what the hell is our police force doing -- don't they know such places are infested with crime. It appears even our coppers dare not go there otherwise we won't have so much crime or illegal activities. Or maybe they are the ones directing/allowing crime operations there to cari makan.

How about implementing a policy for every crime reported, cut the salary of Tan Sri Musa Hassan by RM1.00.

I am confident by the time I finish writing this comment, he will be called up to top-up additional funds to be deducted!

The IGP is right. The crime rate is indeed low...what constitutes the public's misperception of crime is actually viewed as business opportunities by the IGP, since he and many of his men are hand-in-hand with the criminal underworld.

Thats the way Mr Lim. I always support people who argue with realistic facts not mere emotions. On crime rate in Malaysia these are the possibilites:

More Malaysian are turning into criminals OR The Malaysian Police are more efficient than japanese and hokies police because they manage to handle more cases OR PDRM are always sweeping things under the carpet

As far as we polis are concerned there is no serious crime
Only the unpatriotic will harp on "serious crimes" all the time
To prove the point Datuk Nur is willing to "walk the street"
Being UMNO’s whore, street-wise, he should know the beat

Technically, the IGP did not mislead the Cabinet
For he is the best IGP that UMNO’s looted money can get
Of course, he is right when he says it’s a matter of perception
His perceives that there is no serious crimes or rampant corruption

To sokong that UMNO is doing their business as usual
Rakyats getting robbed or killed is bolehland normal
As long as we in UMNO aren't personally affected in any way
We can assume that all is well; yes! we are Semua-nya OK!

If so safe already why not si Musa and family try walk in backlanes or do away with steel grilles in their house? If even the chief of police's family got to take precautions walking about and protection for their house, don't talk nonsense. Can he not see so many housing estates now have to resort to engaging more and more security guards for their housing communities. What are our police doing? The rakyat knows the police not doing anything that is why they are driven to hire security guards to protect themselves! Small thieves also cannot handle how la big criminals?

Every single day Penangites are worried that their car window is being smashed for valuables like notebook and handbag.

The root cause for all these problems : higher umemployment rate, economic slowdown, and influx of illegal workers.
