HIV Cases On The Rise In Malaysia, Says UN Coordinator PDF Print E-mail

Malaysia is suffering a setback in achieving the United Nations (UN) Millenium Development Goal (MDG) to eradicate the HIV/AIDS virus, despite being on the right track with its other MDGs.

UN resident coordinator (Malaysia) Kamal Malhotra said the number of HIV-infected people was on the rise, instead of decreasing, after launching the two-day Red Carnival organised by the PT Foundation at Sungei Wang Plaza today.

He said that as of June, this year, the number of HIV-infected people reported since 1986, had reached 82,704.

Malhotra said the country faced a concentrated epidemic with one to five per cent of certain categories having contracted the virus, adding that in line with UN guidelines, it needed to focus its resources on five high-risk categories.

They were drug users, sex workers, transsexuals, male homosexuals and migrant workers, he told a press conference.

According to the United Nations Development Programme Malaysia website, the year 2000 saw five per cent of the total population as having been infected with HIV/AIDS.

In 2006, the number had increased to eight per cent of the total population.

Malhotra believed that one of the best methods to prevent this continuous spread was better education and understanding of the virus itself, which was why he fully supported the Red Carnival.

The Red Carnival, sponsored by CIMB and UN Malaysia and supported by the Health Ministry and Malaysian Aids Council, is aimed at galvanising the Malaysian youth to create awareness of the disease and reduce the stigma and discrimination against HIV-positives. - (Bernama)

He is so erudite about sodomy and DNA that HIV is further down the alphabets in is priority or is it that HIV is unknown to him? Since the Powers that be too encourage sodomy in every way then im not surprised about the rise!!!!!

Dear FFT, please do not issue any Fatwa for HIV. No need Fatwa on HIV for this virus has no religion substances at all. Please respect HIV by not associate them with any kind of religion.

Which race got the most?All these is becos BN refuse to hand free condoms,hold dialogue,give seminiar on the dangers of having unaided sex etc.The President of Malaysia Aids Association,Marina Mahathir is failing in her duty to reduce Aids.People like saiful are actually contributing to the spread of Aids in this country.He should be imprison to prevent him from corrupting the minds of the younger generations.
Sex is taboo here in Malaysia becos of the muslim majority.Topics like sex,condoms etc are a 'no say topic 'here but sodomy is a widely discussed in malaysia.The gov't must play a leading role to stop the spread of Aids by teaching in schools the importance of having protected sex and not to have extra sex partner.
All Indonesian and foreign workers must be properly screen for Aids.These workers are one of the main contributor to the spread of Aids .Let us all say 'NO TO AIDS'.

People who screw around like Najis and Rojak Baginda are also showing bad habits to the younger generation.They are not only helping to spread Aids by having extra sex partners but also encouraging foreign girls to come to malaysia.Leadership with bad examples!

Don't you love HIV. It does not discriminate and have no border. It doesn't matter you are a Malay, Muslim, Christain, Jews, slope, black etc etc. You do the crime you do the time. How I wish all things are like HIV.

That was 2006. . ., now we are entering 2009. Perhaps the figure is 10% already. Imagine 1 out of 10 people in this country is HIV positive!

And what are those people in the Ministry of Health doing? . . . busy refuting Dr. Osman's medical report, busy looking and fabricating the DNA and busy "fixing" the sodomy case against DSAI!

This is where i wanna touch on the "fatwa' issues.
You see, they bans tomboy and yoga but failed to make the simple thing named as CONDOM to be halal.
It is a beautiful religion but the ulamaks and the alamaks from umno messes it up.

With Malaysia's Islamic attitude to sexual education and the realities of HIV infection is it any wonder drug users, sex workers, transsexuals, male homosexuals and migrant workers are regarded as being lower than the scum at the bottom of the UMNO cess pit, and universally despised by muslims. So why not let them die. Trouble is there are a growing number of innocent women becoming infected through the actions of their brave and extremely ethical male partners

Islams attitude to the promotion of condoms, the first line of defense, is archaic, unrealistic, naive and misdirected. a bit like their approach to yoga Their approach to education is almost non existent. The Malaysian Aids Council is a joke since Marina stepped down from the chair. and the PT Foundation, the only organisation that seems to be doing anything worthwhile operates from third rate premises on a fourth rate budget

ahmadneil, do not blame that poor lady, DP Marina, on the increase of people contracting AIDS. She had done her level best to teach the Malaysian public on the awareness if AIDS. Did she get the full support from all quarters, especially from those bigoted Umnoputeras and Muslim clergy? Please read today's 'Sunday Star' (pgs SM4&5).

No, its not 8% of the population as a whole. It is 8% of a particular set of 5 key groups, which are a vector for the propagation of HIV.

1. The virus takes up to 10 years to incubate.
2. Treatments are cheaper and more readily available, and more effective than before. Its no longer the death sentence it once was.
3. More people are being tested as a result of 1 and 2, they are more willing to be tested.
4. We reckon that between 1/3 and 1/4 of those infected do not know, as it takes between 3 and 7 years for symptoms to manifest themselves, at which point its treatable, or its too late.

The problem is that Malaysians have a conservative view on sex, or if they are liberal, they joke childishly about it, or their "conquests". There is a sense of "it will not happen to me". There is also a fear of being caught with condoms, even though these are readily available for women, in case they are regarded as prostitutes.

I could go on forever, and mention the potentially lethal mix of religion and state with health policies, but lets look at one particular case from 1992.

Sudirman Bin Arshad, the famous singer. He died of pneumonia (possibly HIV/AIDS related. Of course, the entries on him and his life say that he died of a curse from a witchdoctor, or some other kind of superstitious nonsense.

Marina Mahathir has done stellar work in the field of AIDS prevention, and her successor, Dr adeeba Kamarazulzaman has also carried the flag well. Unfortunately, they cannot do much with their hands tied by a conservative administration, and I know of doctors almost throwing their hands up in frustration at schizophrenic government policies. So everyone from the Greenest PAS Supporter to the Pinkest gay liberal repeat the following words:

Repeat....

"People are gonna get laid.
People will screw each other.
No matter how many Fatwas are made, edicts from on high, or silly little colonial era laws like Section 377A, which are only enforced on politicians who have'nt had sex with men since the 1960's at least"

(Malaysia was actually a bit more liberal back then with that kind of carry on believe it or not)

"People are gonna screw. Men with men, girls with girls, its going to happen anyway. No matter how many holy texts are against it, it is STILL going to happen. People will sin, and they are even more likely to sin when they are told not to. If you ban something it will only taste sweeter when its finally sampled"

I hope we all understand that. If you don't, then please take the Senandong Malam train from KL Sentral to Haadyai tonight. I believe it stops at Tanjong Rambutan, near the hospital Bahagia in Perak. If you want to go to Hat Yai feel free. If you want to believe that people will stop having illicit sex because of religion, laws, or otherwise, then get off at Tanjong Rambutan.

I could harp on forever on this, but in closing, let us contemplate one harsh reality, and how Malaysias dreams could be shattered.

It would be an absolute shame for Malaysia to become more open, more liberal, more free, and then have the curse of an AIDS epidemic inflicted upon it. HIV does not discriminate, and all the evidence suggests that it has now spread from the 5 groups that are high risk, to the community as a whole. Political backstabbing, religious fundamentalists and instability are a lethal cocktail. The Singaporeans and Thais can show Malaysia how to do it, and we pray it is not too late. It is the productive 15-45 generation, who will fund EPF, the economy, the future who could be decimated by this.

The US CDC do very comprehensive surveillance on the HIV incidences since 1984 when it was first proposed as the cause of AIDS. The number is roughly 10% of the population. HIV is a very old and stable virus and it doesn't cause harm to the population and it is certainly NOT THE CAUSE OF AIDS.

HIV tests are inaccurate and 70 conditions unrelated to AIDS or HIV could make a person test positive for the condition. Test done in the morning in johor bahru may be different in the result from test done in the evening in singapore.

HIV is not a physical virus that plague humanity but a plague created by some very greedy individuals and vested interests. Educate yourself on this issue at :

Most of the AIDS victims in malaysia are malays and it is not surprising also that most of the drug addicts are malay. The correlation hold true in the US and in Europe.

The rise in female AIDS victims can be accounted for by including cervical cancer in the list of diseases that could be caused by the HIV. This is blatant deception by the pharmaceutical industry. Without even doing any study I could tell you that 10% of all cervical cancer will test positive for HIV. Before the change in definition female accounted for less than 10% of those who got AIDS. And not surprisingly, female contibuted 10% to drug incidences in the US and Europe and very likely in malaysia as well.

Ini boleh menjejaskan akidah orang Islam. Cara yang paling baik ialah kita haramkan orang Islam dari kolam renang awam.

Orang Islam dilarang pergi ke Pulau Pinang. Ketua Menteri Pulau Pinang adalah seorang yang bukan Islam and majoriti penduduk Pulau Pinang adalah orang yang bukan Islam. Apabila seorang Islam berada di Pulau Pinang , beliau mungkin terhidu bau char keoy tiaw yang dimasak oleh orang bukan Islam dan ini boleh merosakkan akidah kita. Cara yang paling baik ialah kita haramkan orang Islam dari pergi ke Pulau Pinang. Orang Islam yang kini tinggal di Pulau Pinang akan diberi elaun pindah sebanyak RM 3000 untuk membantu mereka berpindah ke negeri-negeri yang lain. Perpindahan ke negeri Kelantan dan Terengganu amat amat digalakkan.

Orang Islam dilarang meminum root beer. Walaupun root beer tidak mengandungi alkohol, namun perkataan "beer" ini boleh menimbulkan keghairan dan kelakuan tidak senonoh di kalangan orang Islam. Dengan pengharaman root beer, orang Islam bolehlah meminum minuman ringan yang lain tanpa was-was. Ginger beer juga diharamkan.

Orang Islam dilarang memakan di kedai Mamak. Walaupun mamak kebanyakkannya Islam, tetapi asal usul mereka adalah India dan ada kemungkinan terdapat unsur-unsur India di dalam perniagaan mereka seperti bercakap Tamil dan memakai seluar dalam buatan India . Untuk mengelakkan sebarang syak wasangka, mulai 1 Mac 2009, orang Islam dilarang dari memakan di kedai mamak (kecuali Tun Mahatir kerana dia sendiri mamak kelas I)

April 2009
Orang Islam dilarang bermain ping pong atau table tennis. Ping pong berasal dari negeri China dan oleh yang demikian, mungkin terdapat unsur-unsur agama Buddha atau Confuciusism di dalam permainan ping pong. Ornag Islam yang terlalu banyak bermain ping pong akan terjejas akidah mereka. Sebagai permainan alternatif, orang Islam digalakkan bermain sepak raga (tetapi bola raga mesti buatan Malaysia , bukan dari Thailand ).

Orang Islam yang berkerja dengan kerajaan dilarang mengambil gaji masing-masing. Ini kerana sebahagian besar pendapatan kerajaan adalah cukai pendapatan yang dibayar oleh syarikat-syarikat orang bukan Islam. Orang Islam digalakkan meminta sedekah dari orang Islam yang lain. Untuk memudahkan permintaan sedekah, bakal peminta sedekah digalakkan mencangkung di hadapan bangunan UMNO.

Orang Islam dilarang keluar negara. Terdapat terlalu banyak godaan yang boleh meruntuhkan akhlak dan akidah orang Islam. Perkara ini telahpun dikaji dengan teliti hasil lawatan sambil belajar ke Bangkok oleh Majlis Fatwa Kebangsaan baru-baru ini. Oleh yang demikian, orang orang Islam diminta menyerahkan balik paspot masing-masing ke jabatan immigresen secepat mungkin. Perjalanan keluar negara hanya dibenarkan untuk menteri-menteri dan orang kuat UMNO sahaja, itupun hanya jika diiringi oleh ahli Majlis Fatwa Kebangsaan.

Orang Islam dilarang berfikir di waktu siang. Kebanyakkan masalah jenayah dan maksiat wujud kerana orang-orang yang tak ada kerja berfikir yang bukan-bukan. Untuk membenteras maslah jeneyah dan maksiat, orang-orang Islam mulai 1 Julai 2009, dilarang dari menggunakan otak mereka diwaktu siang. Pemikiran mereka akan dipantau oleh Majlis Fatwa Kebangsaan dengan menggunakan sekumpulan specially trained monkeys. Orang Islam boleh menggunakan otak mereka di waktu malam tetapi pemikiran dihadkan kepada perkara-perkara berkaitan dengan makan dan minum sahaja.

Please do not laugh. Many of the above will become a reality if we do not do anything. The rational-thinking muslims in this country are simply not doing anything. We let a very small minority of narrow-minded idiots to control our lives. We, especially the Malay muslims, are fast becoming a laughing stock worldwide. We are obsessed with the little little things.

When there are so many important things remain to be done, why must the Fatwa folks spend their time on little things.. tomboys, yoga, etc, etc. Why don't we ever hear anything from the Fatwa folks for social justice, eradicating corruption and poverty, protecting single mothers, helping the poors, educating the ummah, protecting the environment or ensuring fairness in society.

If you are a rationale, forward thinking muslim, please speak up. If you choose to remain silent, it only means that you agree with whatever is happening. And do not blame the non-muslims for all our troubles. We are asking for it.

We also need to know statistics on divorce cases that have resulted in either husbands or wives being the carriers.

also re-marrying being another cause of AIDs. Multiple marriages could also be a cause of spreading the virus...

So the government needs to work out these figures and educate the public on re-marrying and it consequences if the divorced partner never reveals his or her condition..

We also are faced with a resistant virus that keeps strengthening its position and its ability to become invisible. There is this innate ability of the virus now also to mutate and hide...

the best is to educate people to abstain from premarital sex and to go for an aids test or std tests before marriage..

the government should come up with a bill for this..why??
At least the disease will be limited to the other forms of contraction as noted by the UN.
for me it should not wait or consider the individual's privacy rights because we need to contain and ensure that the future of our nation's citizens health is not threatened. As such it should not look at color or relligion...if you want to marry ..give me( the government) a clean bill of health...period. Otherwise we might end up paying a hefty bill each year for health care.

It appears that there is some gross misreporting in this Bernama news item. It has been quoted in a number of blogs but no one has questioned the veracity of the facts.

The Bernama report says:
“According to the United Nations Development Programme Malaysia website, the year 2000 saw five per cent of the total population as having been infected with HIV/AIDS. In 2006, the number had increased to eight per cent of the total population.”

THIS IS SIMPLY NOT TRUE. Here is the UNDP website; check it for yourself:

It seems to me that Bernama does not know how to read simple diagrams and charts. What the UNDP website figure shows is that, in 2000, five per cent of the total number of people living with HIV/AIDS (i.e. some 30, 000 persons) were female. In 2008, eight per cent of the total number of people living with HIV/AIDS (i.e. 82,704) was female.

Bernama also does seem to know the difference between rate of infection and rate of prevalence. Prevalence and infection are two related, but different measures that describe the distribution of disease in a particular population. Prevalence is a measure of the number of total cases of a disease in a population at a certain moment in time. The incidence or infection of disease is the number of new cases occurring in a population over a defined time interval. Incidence measures how quickly one sees new cases of infection or disease, whereas prevalence describes how many people total in a population are affected, regardless of when they become infected or sick.

So, even if the figures in the Bernama report were correct (WHICH THEY ARE NOT), they would have still got it wrong by reporting “…the year 2000 saw five per cent of the population as having been infected…”. Again, it seems that Bernama cannot read a simple diagram or chart cos the chart says “…per cent of the cumulative reported persons living with HIV/AIDS. That means prevalence not the infection rate in 2000.

The fact is Malaysia’s HIV prevalence is less than 0.1 percent. So, there is no HIV epidemic in Malaysia cos it has to be a prevalence rate of at least one per cent or more of the population before it can be registered as an epidemic.

What Malaysia has are concentrated epidemics, i.e. high rates of prevalence of the disease within certain groups – it is between 3 to 20 percent among drug users and sex workers in Malaysia.

Having said all this, I don’t mean to downplay the cause for concern for the spread of this disease. The annual number of new HIV cases (rate of infection) has been on a steady decrease from almost 7,000 in 2002 to 5,830 by December 2006 but, as the UN has reported the total number of HIV-infected people reported since 1986, has increased to 82,704 in 2008.

The main mode of male HIV transmission continues to be via injecting drug use where nine out of ten infections are men. Eight out of the 14 states in Malaysia have reported increases between 7.5 per cent (Kedah) and 205 per cent (Pahang) in the number of new reported cases among women. On the other hand, Perlis, Penang, Johor and Kuala Lumpur recorded decreases between the year 2002 and 2006. However, Kelantan, Kuala Lumpur and Selangor remain the top three regions whereupon HIV amongst women is highest compared to the other states recorded in 2006. Kelantan, with a cumulative total of 970 reported female cases of HIV, is the state with the highest number of women found to be infected since 1986.

When viewed by ethnicity, the majority of cases comprise of Malay men aged 20-39 (78 per cent). HIV acquired through injecting drug use seems predominant amongst those of Malay and Indian ethnicity. However, Chinese Malaysians appear to be acquiring HIV through heterosexual transmission. These three ethnicities form the bulk of people with HIV in Malaysia. However, the disease has spread to the indigenous population as well as those living in the East Malaysia states, Sabah and Sarawak.

In 2002, 63.9 per cent of cases seen amongst women for that year were acquired through heterosexual intercourse. Viewed from an ethnic perspective, the majority of cases were among Malay women (54.8 per cent) who acquired HIV mainly through heterosexual contact (56 per cent). For each of the two other main ethnic groups in the country, namely Chinese and Indians, this mode of transmission was responsible for the majority of female cases seen in their respective communities.

When segregated according to occupation, a Ministry of Health HIV and AIDS report for 2002 indicated that the majority of women detected with HIV in that year were found to be housewives (26.3 per cent), followed by industrial workers (4.1 per cent), sex workers (2.8 per cent), private sector workers (2.0 per cent), government servants (1.8 per cent) and students (1.0 per cent). In some states, HIV was found to have been mainly acquired by those previously thought to be least likely to be infected, namely housewives.

an added comment. HIV/AIDS is a serious issue. Misrepresenting the issue is a serious matter. Bernama seems to have misrepresented the HIV issue in Malaysia. In the whole of Asia, there are only about 2 or 3 countries with national HIV epidemic levels of over one per cent. Malaysia is not one of them...definitely not five or eight per cent of the population as reported by Bernama. The Malaysian authorities should take Bernama to task for misrepresenting Malaysia's HIV/AIDS status and profile.
