Why Anwar should not announce the Shadow Cabinet PDF Print

There have been frequent calls to Anwar to announce the Shadow Cabinet. I think that is not a good idea. Instead, he should announce a Shadow Cabinet Committee to monitor the Ministries and set up policy working groups to help in policy formulation and research.

Of late, there have been strident calls on Anwar to announce his Shadow Cabinet and taking him to task for not doing so. Some have even equated it as failure in his leadership of Pakatan Rakyat. But looking at it strategically, is it in the best interests of PR to do so?

Suppose he were to announce the Shadow Cabinet today, let's consider the implications.

1.   Those that are appointed are going to be happy. Some may even be unhappy because they may think that they deserve more. Recall the case of the Deputy Cabinet Ministers from Sabah and Sarawak who resigned from Badawi's Cabinet shortly after they were appointed. They expected to be promoted to full Ministership.

2.   Those that are not appointed are definitely going to be disappointed. They may even develop amphibian characteristics resulting in an overwhelming urge to hop.

3.   The potential BN cross-overs on seeing that all the Shadow Cabinet Ministry posts are filled up, may feel that there is no benefit for them crossing over and decide to stay put. If Anwar cannot persuade 30 MPs to cross over, he can't form a government.

Great suggestion. It would be a good test and training for the PR and should include non party members who may have the knowledge and expertise to contribute.

It would sure strengthen the 2 party system as well.

It did seem like a good idea to have a shadow cabinet at one point for this simple reason - imagine Pakatan really taking over with a slim majority - and there are discontented people who felt that they deserve more - those same amphibian qualities are going to result in hopping - probably putting to an end a very short Pakatan reign. The idea is if Pakatan is cohesive, they need to demonstrate that sooner than later. But I suppose there's no hurry - let Pakatan walk first before they run by having shadow ministerial committees

To add on to this positive and constructive article by PY Wong...

Appointments for any position should not based on race, religion, or "seat allocation" in each committee according to how many seats the political party won in the GE. These are irrelevant and non-negotiable if we want to move forward. Opened to all in the coalition, choose the best man for the job. According to their expertise, experience, passion and drive to serve in the committee and ultimately serve the country.

One don't really need to be in "position" to serve the nation. Just do your bit irrespective of "position". Everyone is a "housekeeper". Put your egos aside. Do the right thing. Then we can watch our country fly with pride. To me, just to be able to tell my children and grandchildren that I was part of the change is reward enough for me. smilies/smiley.gif

Let the Shadow Cabinet Committee begin right away.

Eh, pywong, pandai main nama yah? Menteri Bayangan ke, Komiti Bayangan ke, sama aje. Nama saja lain, isi sama. Ini maknanya saudara pywong memang berbakat masuk politik.

Yang buat orang bengang kat DSAI bukan sebab ada menteri atau komiti main bayang. Pilihanraya dah berapa bulan tapi tak ada yang baru. Menteri ke, Komiti ke, rakyat tak peduli asal buat kerja baik. Ini tak jadi isu. Jadi menteri bayangan ke atau ketua komiti bayangan ke tak mestinya kalau parti menang boleh jadi menteri betulan.

Apa baiknya ada menteri bayangan? Yah... ada satu muka untuk porfolio tu. Rakyat tau siapa jaga apa. Kalau komiti ramai-ramai mungkin lebih susah berkelahi dalam komiti. Tengok siapa gelak nanti bila komiti riuh. Juga tak perlu ikatkan ramai MP jadi member komiti. Ada 82 MP pembangkang saja. Nanti pening dia orang jadi member banyak komiti. MP pening, rakyat pun pening.

Kerja menteri bayangan pun bukan dia sendiri buat semua. komiti dia tak kelihatan. dia hanya muka buat portfolio tu. ini pun bukan jawatan ada bonus atau gaji. ini kerja lebihan. tak ada glamour. kalau parti lain nak rebut jawatan menteri bayangan, nah dapatlah rakyat lihat siapa bongkak. Bodoh punya MP nak rebut jawatan tak ada untung.

Ingat menteri bayangan tanggungjawabnya pada seluruh barisan pembangkang, bukan pada parti sendiri. Kalau ada MP nak buat isu parti sendiri nah, itulah MP bodoh lain kali jangan undi. Menteri bayangan pun tak pekak kalau ada isu dari satu parti dia boleh dengar. Lain dengan komiti kalau terlalu banyak member dia orang nanti main isu parti sendiri dan akibatnya semua kerja tak buat.

Komiti bayangan lebih bagus dari memteri bayangan? Tak adalah. Kalau ada masalah kedua-dua sistem pun tak boleh buat kerja. Yang Malaysia perlukan adalah tokoh-tokoh politik yang buat kerja buat semua tak kira parti asalnya.

Binarytan, what you are really saying is, political parties based on race and religion don't work as demonstrated by the ruckus in each political party pitting against each other, be it in BN or in PR. All politicians have to watch their backs as Malay, Chinese, Indian, or Muslim. Correct?

No one is looking after the interest of the country as MALAYSIANS. Oppps, I take that back. There are Malaysians who are watching all our backs irrespective of race and religion. Malaysians such as RPK, Haris Ibrahim and numerous others, too many to name who, inspite of police intimidation, continue to be on the frontline for God, King and Country.

Including countless Malaysians who participate in Anti-ISA Vigils every Sunday, similar to attending religious obligations. They are "politicians" too whether they realize it or not. Their party is called Malaysia. They walk the talk as Malaysians. They are united in one voice and spirit simply because they are not stifled and boxed into political organizations based on race and religion.

To put it bluntly in a nutshell, we can't claim to be a "nation" simply because the political system accommodates political parties based on race and religion. Thus the mindset is such, based on race and religion. We have to change the political system to a two-party system. Coalitions don't work. Proven over and over again. It's like many captains steering different wheels on the same ship getting us to No Where Land.

Nonetheless, in the interim, the proposed Shadow Cabinet Committee is a way forward. I hope it will materialize and will be the catalyst towards a two-party system.

A shadow cabinet should be formed as soon as possible, Pakatan have the talents and smart politicians to man the post, each shadow cabinet minister will have their own advisors to assist them and they are plenty of expert about, be brave dive into the deep end, full frontal and consistent attack to wear the cabinet down on every turn they make, we all have one thing in common, that’s we are passionate to have a clean and competent government to make the change for a new Malaysia. The rakyat are right behind you.

To appoint direct shadow minister or not, it's up to them to decide. But I would like to propose a suggestion - instead of appointing direct shadow ministers on par with over 30 ministries, select only important ministries and set up a shadow committee/shadow secretariat/whatever name, to check and balance the respective ministry.

In the shadow committee (just a proposed name, SC hereafter), there will be members from all three PR parties, each from PKR, PAS, and DAP. And if there's no suitable MP who's specialised in that respective area, SC member can come from research/thinktank under that party. For example, we cant find a suitable candidate from DAP who's specialised in finance, but remember that under DAP there are thinktank and advisors who are specialists in that area, and he can be appointed to the SC.

And on my point to set up SC on only important ministries - there are currently over 30 ministers in current government, which makes Malaysia among nations with highest number of ministers. Among these ministries, the jobscope and responsibilities in certain ministires and seriously overlapped. PR does not have to set up SC to oversee all of them. Just set up, say 10-15 SCs, and some of these SC can oversee 2-3 ministries.

There are a few adv in this structure-
- to identify suitable candidates in respective specialisation
- to maintain fair representation of all PR parties
- better communication among PR component parties
- centralised and coordinated action is possible
- more transparent operation
- show to all that PR has the capability to govern in federal level
- last but not least, rakyat know who should they see to voice out problems if one arises.

P/s: remember that members in SC are merely potential candidates. and SC system acts as testing period to identify the best candidate for future minister - SC also eliminate potential criticism and unhappiness among PR component parties, because there is representative from each party - the best wins, no question asked. ALso, in the case of unsuccessful promotion to become 'minister', member of SC can possibly become deputy, or secretary-general, which is very good too.

Whatever form of shadow cabinet structure, PR urgently needs to come up with something, if they aim to take over federal govt - to avoid the messy situations like we saw after the GE12 ie in the states of perak and selangor.

Way to do PR!

Time to be VERY careful about this shadow cabinet of PR.

Why?

Looking at the current PR setup, Some of the PAS members r starting to go 'wayward' on their promises during the 12th GE.

The pro-umno Pas factions within the current Pas setup is starting to show their tentacles now due to the ill-health of Tok Guru Nik Aziz.

The recent Kedah state govt's ruling of 50% Malay house quota & the Selangor Pas's proposal of banning the selling of liquor throughout the state r cases to be pondered. Selangor Pas objection to the appointment of the non-Malay top gun in the PKNS administration & the removal of the Khalid Abdul Samad & Saari Sungib from the Selangor Pas executive council is just the mark of the beginning.

The internal fights that's going to happened due to the PR's shadow cabinet membership composition will happen. More so due to this pro-umno Pas faction's agitations.

With the helps of this faction najib's claim of recaptured the 2/3 majority in the coming GE, which can be happened very soon, cannot be ignored. It'll be interesting to see what r the 13 pieces of silver this pro-umno Pas faction is going to get.

To be very frank, I started to get irritated with Anwar as he just talk only but no action! Waited too long to see his promise but all I get is just empty talk.

I propose Anwar should not say anything about forming new government until he is really having the figures in hand! Don’t be like average politician who good in empty promises but when come to implementation, they keep quite and come out with excuses.

I believe many of us sharing the same thoughts but just keep it inside. So Anwar, better do something or soon you also will be sealed as Talk Cock Politician. I believe you are not like that.. So prove it!!!
