An urgent motion by Opposition Leader Datuk Seri Anwar Ibrahim to debate the decreasing in-flow of foreign direct investment (FDI) in the Dewan Rakyat today was rejected by Deputy Speaker Datuk Ronald Kiandee as it was not an urgent matter.

Anwar moved the motion under Article 18(1) of the Standing Orders because he said Malaysia has suffered a negative net-flow of RM9 billion with RM38 billion outflow in FDI as reported in the United Nations Conference on Trade and Development (Unctad) World Investment Report 2008.

Kiandee said the matter had been explained by Finance Minister Datuk Seri Najib Abdul Razak during the winding-up at committee stage.

He also said several MPs like Azmin Ali (PKR-Gombak), Dr Dzulkelfy Ahmad (PAS-Kuala Selangor), Nasharudin Md Isa (PAS-Bachok) and Anwar himself had brought it up in their questions and debates.

“So, the issue has already been taken up and tackled by the ministry,” he said.

At a press conference at the parliament lobby later, Anwar said although the report had mentioned an increase in the in-flow of the FDI from RM21 billion in 2006 to RM29 billion last year, a massive outflow of FDI has been occurring since 2005 and it will cause contraction in the economy, a decrease in gross domestic production and an increase in the unemployment rate.

“The Asean region had an increase of 81.9% in the in-flow of the FDI from RM116 billion in 2006 to RM209 billion in 2007 and Malaysia recorded the lowest in-flow with only 13%," he said.

“If the minister only told us that this was because of the global financial crisis, why did the country perform worse than the other (Asean) countries?

“I do not deny the effect of the global financial crisis but I would like to know why Malaysia is doing worse than other Asean countries in FDI?

“If such a phenomenon is not tackled immediately, the country will be left behind in the economic and development race by its neighbouring countries."

Anwar said it was not just a financial crisis but a crisis of confidence to Malaysia because the reports by the World Bank, UBS (an international financial firm) and International Institute of Finance had pointed out that the obstruction of in-flow of FDI into the country was because of its economic policies, including:
>> high requirements and strict regulations, especially in the service sectors;
>> the “mismatch” of training in the vocational schools and universities with the requirements of the industry;
>> high management cost, such as commissions, "which are always linked to corruption”; and
>> lack of transparency in awarding contracts and confidence in the judiciary.

Anwar also said that since the government was reluctant to engage the Opposition for such debate, a bipartisan roundtable meeting or a discussion initiated by the minister should be held to address the issue.

“We have made it quite clear that we are here to engage and assist,” he added.

Datuk Ronald Kiandee is definitely not a skillful speaker. He does not see the omportance of the decreasing of the FDI. The commodities prices are at rock bottom. The outlook of the economic is frequently changing in tendam to the global situation. Why must he reject DSAI important and urgent motion by DSAI. He is doing injustice to the rakyat. If there is something pleasant to the ears why does he not want to hear. All the positive element is thrown out.

If that is not urgent, then what is??? Like that no need to have Parliment or debate la, everyone can sit at home and shake their legs. Not important my foot!

Even as PM to be, he is already muzzling Parliament. The TDM/Najib regime will roll back the miserable little we have of free speech once entrenched in power. Shout while you can still shout.

They have muzzled debate on the economic situation a couple of times now. This shows they are sensitive about economic issues as well as corruption and abuse of power. They welcome race issues on the other hand. Be smart - hit their sensitivities.

Dear PKR Member,

BN would be lost talking about economics and surely they do not wish to embaress themselves. The BN MP's should be concerned about the people they voted for them and should also debate on how both parties could help to strenghten the economy. I pity them BN supporters who are daily complaining of prices increase and clueless on how to face 2009 but yet instead Yet Deputy Speaker Datuk Ronald Kiandee as it was not an urgent matter. So What is an urgent matter? Yoga? Helicopters? Crooked bridge? Maths and Science? Money politics in political parties?

I reckon all MT readers to decide for themselves whats urgent for you and your family. So do your ground work come next GE. Dont just wait for PKR, DAP and PAS to englighten the public. You can do your bit if you love your family and your country! We have another 4 yrs to speak and englighten to some of our 'green' public on issues pertaining to good governence.

DSAI,our speaker is not interested in any important issue currently affecting our country,so it is a waste of your time to move a motion to debate on any important issue in parliament as it will be turn down.Next time tell our useless speaker to debate on sex and sodomy,then our speakers whether he is kiandee or kanasai will allow it.These people are sadists !

DSAI, you should know better than to talk to UMNO pigs, they have been staying in pig sty for so long. By looking at the contribution the rakyat gave them in terms of bungalows, high commissions and exotic vacations, of course economy perfectly fine to Najis and pigs.

Just write a financial paper post it in your blog, we learned non-Malay graduates can understand the figures, and can even do multiplications and division. So sorry to say that the Malay graduates from UMNO-universities cannot read or write, they are good at jamming or shuffle paper in public sector.

Anyway most people watch Parliament for slap stick laughs and read blogs for serious thoughts.

Government by Ignorance ... where one man Deputy Speaker Datuk Ronald Kiandee can decide what is urgent and what is not. I thought that was the role of Parliament and not of the Speaker

Government by Cowardice. Where the Party in power is afraid to debate critical economic issues cos they dont have a clue, and what's worse is they are terrified that the voters will find out that they dont have a clue.

Everything raised by Pakatan is not urgent. Yet they are discussin how to streamline driving license to old folks and disabled. Not that they are not important but these are run of the mill admin stuff which should have been done already. No need to discuss in parliament. Decrease in FDI is a serious matter as the country can go bankrupt if prolonged. So Kiandee is an idiot BN dog who chose to avoid the serious but possibly embarassing items for Umno to be brought up. RUNNING DOG.

What does it take to make our dense speakers see the DIFFERENCE between what is URGENT AND SIGNIFICANT and what can be IGNORED AS TRIVIAL??
