SHAH ALAM: Police yesterday denied allegations that Ronnie Liu was roughed up during his arrest at the lobby of the state secretariat on Wednesday.

Selangor police chief Datuk Khalid Abu Bakar said the state executive council member was not handcuffed when he was detained and taken to the Bandar Puchong Jaya police station.

However, he said police had to restrain those being arrested, regardless of who they were, and that this was allowed under the law.

"I deny all allegations that Liu was treated roughly as we have to restrain those whom we arrest."

Khalid said the law did not discriminate in its treatment of persons being detained and that the process was the same for everyone.

"No one gets special treatment," he said after attending an award presentation ceremony in conjunction with the state government's quality month at Dewan Jubli Perak.

Khalid denied that Liu's arrest had been politically motivated.

He alleged that Liu had prevented him from carrying out his duties last year while sealing a hotel in Puchong and that he would be charged at the Petaling Jaya magistrate's court on Monday.

Khalid said the process of charging Liu had taken a year because statements had to be recorded and the matter had been referred to the Attorney-General's Chambers.

On Wednesday, Liu had asked why eight policemen had been sent to arrest him when he could have gone to the police station or court voluntarily if they had just called or written to him.

He also alleged that the arrest was politically motivated because police had waited a year before suddenly deciding to charge him.

In an unrelated issue, Khalid said yesterday that action would be taken against any group that insisted on gathering illegally at the football field in front of AmCorp Mall, Petaling Jaya.

"I suggest they follow the advice of the Selangor menteri besar and get police permission before holding any gathering."

Basically, what the police are trying to say is that as long as nobody dies, it's not considered "roughing up" smilies/angry.gif

What they are saying is that everything they do is 'CORRECT'.They never make mistakes so they don't even have to apologize for to the Rakyat for anything. In other words they are all perfectionists.

They did not barge in while NegaraKu was sang but video shows just that and still denied. The ex-judges was not sacked but later again says they are sacked yet refuse to apologise. Not surprise at all that they denied again. They are specially trained to be like this.

- yeah, he denied police charging into the people whilst they were singing the national anthem even after being told about proof of video clip.

Khalid denied that Liu's arrest had been politically motivated.
- yeah, just vengeance

Why does it take 1 year and 8 policemen to execute the arrest? No wonder most of the crimes are unsolved. This is all a lot of crap, lah! Enough is enough. Porah!

Polis menafikan Ahli Exco Kerajaan Selangor, Ronnie Liu, dikasari ketika ditahan di pejabatnya di Bangunan Sultan Salahuddin Abdul Aziz Shah kelmarin berhubung dakwaan menghalang tugas penguat kuasa Majlis Perbandaran Subang Jaya (MPSJ) mengambil tindakan terhadap sebuah hotel yang dipercayai menjalankan kegiatan tidak bermoral di Puchong, tahun lalu.

Not politcially motivated but it was personal vendetta by the Selangor CPO against Ronnie over the latter's mockery of the CPO's statement as to why he had to arrest the Selangor Exco member over the candle-light vigil incident. It is so evident coming from a top brass police officer whose EGO has been mockingly bruised. He can continue to justify the arrest, denied the rough treatment, but it all boils down to his wounded and inflicted self-esteem. So pathetic that he has to succumb to such immature reactive measures.

His hat is way too big for him to wear!.

The Police ...are not really doing their job when they should be doing .... like checking on illegals workers, catch thieves, patrolling housing areas, and other areas that they should be foing instead of that we always hear stories that police is only arresting opposition leaders, MPs ...and it never ends... as we know... what a lousy police we have in eyes of the world?

The one thing UMNO/BN and the uniformed forces are still unable to do is to 'apologize'. Maybe moral lessons ought to be introduced to them instead of hammering the school students with this subject.

The police force is under-staffed...that is why they could send ONLY 8 POLICEMEN to arrest Liu...The police need to recruit more men and seek more resources to carry out such life-threatening 'MISSIONS'!!

I see Khir Toyo's hand in this , he is the one who started accusing Ronnie Liu,
No doubt the sulking and defeated UMNO in Selangor is working hand in glove with their PDRM cronies.

It is not hard to imagine that the like of Khalid Abu bakar are still beholden to their ex-political masters because they plundered together.
How else can one tell a bare faced lie in the face of hard video evidence.

If any of the good men still left in PDRM is reading this, if you have evidence of corrupt practices by this pinnochio but are afraid to come forward, please send them to MT Admin.

residents of Selangor dont need such a police chief, if PDRM are led by people of questionable integrity it will just embolden criminals.

Has anyone heard about the UMNO guy who a couple of months ago, is alleged to have gone to Klang with a bagful of cash to offer some gangsters to stir up trouble at a rally: apparently the guy was beaten up and left by the roadside with his bagful of cash. The story was not reported in the press but was witnessed by someone who told someone who told me.
I am inclined to believe this but would like to know if this is not just another rumour.

This commentary from one 'jeffrey' who posted this comments in Lim kit Siang's blogsite is an interesting read - something for the PR Selangor State Government to ponder and quickly take remedial measures:

It is common enough the general perception based on 3 decades of public experience that police in general are beholdened to the ruling party/government : police are acountable to federal rather than state government.

Whilst not disputing or addressing the merits/demerits of above general perception, the question is whether you can defend publicly the reasonableness of your charge that Selangor police is a “catspaw” to UMNO leaders at this crucial time when they are vying for power in UMNO party elections – in the specific instance of the arrest of Ronnie Liu for allegedly obstructing Subang Jaya Municipal Council’s (MPSJ) enforcement unit/police from conducting a raid on a massage palour, on Nov 2 last year.

[The expression “catspaw” is a reference to a person used by another as a dupe or tool.]

Ronnie’s arrest is a culmination of 3 processes taking place:

1. Subang Jaya Municipal Council’s (MPSJ)’s lodging a police report and being prepared to stick to it to testify against Ronie;
2. Police’s Investigation and submission of its report to the Public Prosecutor’s Office; and
3. Public Prosecutor’s decision to prosecute or not prosecute the case.

The immediate arrest is Public Prosecutor’s decision – one year later - to prosecute the charge and as a result of that police has to arrest Ronnie.

So is the police a ‘catspaw’ to UMNO leaders when its action is precipitated by Public Prosecutor ‘s exercise of its prosecutorial discretion to now prosecute? Shouldn’t the catspaw allegation be directed to the Public Prosecutor’s office instead?

At the same time, it may be asked would the Public Prosecutor have the will to prosecute unless it is reasonably confident that its office can prove the case? And for it to prove the case, there must be no change in stance or complaint – and there must be full cooperation extended - by the complainant, the Subang Jaya Municipal Council (MPSJ)’s officers as witnesses in the trial to come that they were obstructed in their duties by Ronnie?

Which raises the question, isn’t MPSJ, a local authority, under the control and jurisdiction of the Pakatan Rakyat (“PR”) controlled Selangor State Government led by the PR controlled State Council?

Wouldn’t you agree that it is quite anomalous for a Selangor State Councillor like Ronnie to face prosecution arising from a complaint by MPSJ which itself is controlled by PR controlled State Council but blaming the police from being catspaw to UMNO leaders???

Is the PR state governmment in Selangor wielding its powers properly?

I am sure PR Selangor govt can find some rule, bylaw and regulations to carve/demarcate out areas as “safe havens” for various vigils and sit ins in support for ISA abolishment where it would not be so easy – without legal complications – for police to intercede, disrupt and arrest on grounds of unlawful assembly.

Has anything been done to explore this option?

For prosecution to proceed there can only be 2 positions :

1. there is basis and substance in Subang Jaya Municipal Council’s (MPSJ)’s allegations/complaint against Ronnie Liu; or

2. there is no basis.

If it were 2., why is it that PR state govt, controlling MPSJ, could not make it retract the compliant/report or refuse to testify along lines earlier complained in Nov 2? How could Prosecution proceed?

If it were 1., then there is nothing to say, both police and Police Prosecutor would have to take its course since the law must take its course and favour no one, a state councillor included - which has all along been what the Paktan Rakyat advocated.
