KUALA LUMPUR: Kabinet semalam memutuskan untuk menangguhkan pembentangan Rang Undang-Undang Suruhanjaya Aduan Khas 2007 untuk bacaan kali kedua pada sesi persidangan Dewan Rakyat, Mac tahun depan.

Menteri di Jabatan Perdana Menteri, Datuk Seri Mohamed Nazri Abdul Aziz berkata keputusan itu dicapai pada mesyuarat Kabinet bagi memberikan masa secukupnya kepada semua anggota Parlimen membaca dan meneliti rang undang-undang itu.

"Mereka (anggota Parlimen) mahukan lebih masa dan banyak aduan diterima bahawa masa yang diberikan untuk meneliti dan membahaskan rang undang-undang itu terlalu singkat, banyak permintaan juga daripada badan bukan kerajaan (NGO) yang mahukan masa yang lebih lama.

"(Jadi) kami memberikan banyak masa kepada masyarakat untuk mendapatkan maklum balas dan reaksi berkenaan rang undang-undang ini, kerajaan kita adalah 'listening government'," katanya.

According to Nazri, the postponement is mean to allow the MPs to have more time to study the bill.

But how many of the BN MPs are serious in debating bills? Just look at their attendance in Parliament. Most of the time, the Speaker has problem finding enough quorom. When the opposition want to debate, they were muffled by the Speaker with reasons such as "not urgent", "not relevant", "not important", "no need for debate now".

Above all, Nazri has forgotten that the Constitutional Amendment to extend the retirement age of the Election Commisssion Chairman was passed even after Bersih protested and their members arrested for trying to submit the memorandum to the Speaker.

The delay is welcome as in most case the bills are rushed through on sheer numbers of majority from the ruling BN. The delay would allow MPs' to study and add their comments.
